2. The City Council shall review all applications involving Fireworks. 150 <br />3. Notice of the date, time, and contact information shall be provided to all property 151 <br />owners within 1,000 feet of the launch site of the fireworks. 152 <br />4. A policy or certificate of insurance on which the city, its agents and employees, are 153 <br />additional insureds, providing public liability insurance providing umbrella or all perils 154 <br />coverage in the amount of $1,500,000.00. 155 <br />Sec. 66-225. - Denial of permit. 156 <br />(a) The city administrator or designee may refuse to issue a parade or special eventSpecial Event 157 <br />permit to the applicant for any of the following reasons: 158 <br />(1) The conduct of the parade or special eventSpecial Event will substantially interrupt the 159 <br />safe and orderly movement of other pedestrian or vehicular traffic contiguous to its route 160 <br />or location. 161 <br />(2) The conduct of the parade or special eventSpecial Event will require the diversion of an 162 <br />amount of city resources necessary to maintain adequate city function, in the sole 163 <br />discretion of the City Administrator or their designee. 164 <br />(3) The paradeParade or Road Race or Tour is not scheduled to move from its point of 165 <br />origin to its point of termination expeditiously and without unreasonable delays ien- 166 <br />route. 167 <br />(4) Adequate sanitation and other required health facilities are or will not be available. 168 <br />(5) Sufficient parking near the site of the paradeParade or special eventSpecial Event has 169 <br />not been provided to accommodate the number of vehicles reasonably expected, or the 170 <br />applicant has not provided a plan that is sufficient to shuttle visitors to and from a special 171 <br />eventSpecial Event. 172 <br />(6) The application fails to comply with relevant provisions of section 38-802. 173 <br />(7) An investigation revealed that theThe applicant falsified information on the application. 174 <br />(8) Failure of the applicant to pay the required fee. 175 <br />(910) Failure of the applicant or the owner of the property on which the special eventSpecial 176 <br />Event is to be held to sign the application. 177 <br />(10) The special event has failed to obtain state or county required permits, including but not 178 <br />limited to Fire, Health, or Liquor permits. 179 <br />(11) The completed application was not received 210 or more days before the event. 180 <br /> 181 <br />(b) The city administrator or designee shall act promptly upon a timely filed application for a 182 <br />paradeParade or special eventSpecial Event permit, but in no event shall grant or deny a permit 183 <br />less than 48 hours prior to the paradeParade or special eventSpecial Event and shall include 184 <br />reasons for denial. 185
