Byers <br />Subject:RE: [External] Subdivisions proposed in Orono <br />Date:Tuesday, January 28, 2020 2:29:50 PM <br />Attachments:image001.png <br />Hello Jeremy, <br /> <br />We discussed both items in our plat review committee mtg today (01/28) and offer the following <br />preliminary thoughts for your team’s consideration: <br />CSAH 15 (Carman St Parcels) <br /> · If the watershed district concludes there to be developable land here, our 1st <br />recommendation would be to pursue an access easement to the east (commercial <br />parcel). With the high crash rates and nearly 20,000 vehicles per day along this segment <br />of Shoreline Dr we need to avoid direct access when we can. If an easement proves not <br />to be a viable option, will need to combine two sites into one shared access. <br /> · Access should be between Navarre and the existing remnant curb cut app. 20’ to the <br />east. Most importantly would be ensuring adequate sight distance and maintaining a <br />positive offset for opposing left turns (with EB left turns @ Navarre) as we recently <br />restriped (2019 overlay) this segment into a shared center left-turn lane <br />· Driveway needs to have level landing to allow for optimal sight distance <br />· Need to have site grading avoid need for any retaining walls along Shoreline Dr <br />· If/when replatting we likely would request right-of-way dedication to match a 45’ half <br />section (33’ half ROW today). <br />· Please submit a drainage report when available <br /> <br />CSAH 6 (1485 6th Ave N) <br />Access is okay as is (pending verification of adequate sight distance) <br />When replatting we likely would request a 50’ half right-of-way section (33’ half today) + a <br />10’ D+U easement <br />For drainage pipe under CSAH 6, that empties into the lake on the west end of the <br />subdivision plat, ensure adequate easement exists or can be dedicated to allow sufficient <br />space for maintenance <br />We request the gravel driveway on the east side of the lake be removed (appears this is <br />no longer needed?) <br />Ensure an access easement covers all three existing parcels served by the driveway <br />Please submit a drainage report when available <br /> <br />Thank you Jeremy for bringing these items to our attention early on in the process.
