5. SAC RULES <br /> All Community properties discharging or intending to discharge to the MDS are assessed SAC by <br /> MCES.There are different rules for different types of properties: i.e., Residential,Commercial and <br /> Industrial(see Definitions in Section 2). <br /> 5.1 Residential Properties <br /> SAC Determinations for Residential Properties,which are made by the Community, are generally <br /> triggered by building, foundation,plumbing, or utility connection permit. Examples include the <br /> construction of a house,connecting a house to the central sewer for the first time, increasing the <br /> number of Dwelling Units or converting a discounted unit into a full unit.The Community liability <br /> for SAC occurs at the time the Community issues the permit or license. <br /> 5.1.1 SAC Determination— Residential Properties <br /> 5.1.1.1 SAC Assignment <br /> All Residential Properties shall be assigned one SAC unit per Dwelling Unit(unless otherwise noted <br /> in Section 5.1.2 Discounts). <br /> 5.1.1.2 Remodeling and Additions <br /> Remodeling or additions that change the number of Dwelling Units requires a Determination,which <br /> is generally triggered by the building permit for the remodeling or addition. <br /> 5.1.1.3 Apartment and Condo Conversions <br /> When a Dwelling Unit changes from a discounted Apartment for SAC purposes to a Condominium <br /> or non-discounted Apartment, an additional SAC (20%of the current SAC rate)will be collected. <br /> The 20% SAC will be due at the time of permitting or other official governmental knowledge of the <br /> change,and at the then current SAC rate. <br /> 5.1.2 Discounts <br /> Residential Properties are eligible for certain discounts, as described below: <br /> 5.1.2.1 Apartment/Conservation Discount <br /> Apartments are charged 1 SAC per unit.Apartments with a minimum of 4 units may qualify for a <br /> 20%discount if the following conditions are met: <br /> • There is no plumbing for laundry facilities in any of the units(generally evidenced by a <br /> common laundry facility and no laundry hook-ups in the units) <br /> • Prior written approval from MCES <br /> Apartments with less than 4 units are not allowed the discount. <br /> The 20%reduction is in the base SAC fee. For 2015,the base fee is$2,485 per SAC unit. Once the <br /> 20%discount of$497 is applied,the Apartment/conservation discounted SAC is$1,988 per unit. <br /> 5.1.2.2 Publicly-Assisted Housing / Conservation Discount <br /> Multi-dwelling Publicly-Assisted Housing units with a minimum of 4 units may qualify for a 25% <br /> discount if the following conditions are met: <br /> • There is no plumbing for garbage disposals or for dishwashers in any of the units <br /> • The housing is owned by a Community or is publicly subsidized low income units <br /> • Prior written approval from MCES <br /> Page 14 <br />
