1 10/4/2021 CARMAN BAY LAKE IMPROVEMENT DISTRICT ANNUAL MEETING Meeting Minutes Date: September 21, 2021 Place: Good Shepherd Church, 3745 Shoreline Drive, Wayzata, MN 55391 Present: Board members Steve Nielsen, Kevin Kennefick, Mark Kieper, Ted Chalupsky, Mark Plewka and Dave Owen Absent: Mary Tucker Others attending: 10 Carman Bay residents. Next Meeting: TBD I. Call to Order Meeting was called to Order at 6:00 pm by Chairman Steve Nielsen. II. Establish Quorum A quorum was established. 6 of 7 Board Members in attendance. III. Proof of Notice of Meeting Proof of Notice of Meeting established by Chairman Nielsen. (Notice posted on Orono website, at City Hall and at Orono post offices, published in Laker/Pioneer newspaper, and a post card mailing to all bay residents.) IV. Approval of Minutes Chalupsky moved to approve the August 17, 2021 Board Meeting minutes, 2nd by Kennefick. VOTE by the Board, Ayes 6, Nays 0. MOTION PASSES. V. Treasurer’s Report Treasurer Kennefick presented the 2021 budget and estimated 2021 expenses (see attached “2021 CBLID Treasurer’s Report”). The CBLID had a good year budget-wise. We had a bit more carryover of funds from last year than we budgeted for, tax receipts were slightly higher, and the LID received a $5,000 DNR Grant this year to treat Eurasian Water Milfoil (milfoil) and Curly Leaf Pondweed (CLP). Also, expenses were lower than expected due to a change in the treatment protocol by our applicator PLM, saving $6,000. As a result, our finances are about $13,000 better than we budgeted for, and this amount will carry over into 2022. This is only an estimate at this point because we will not receive our second half 2021 tax revenue from the City of Orono until December, and the amount of the tax receipts may vary somewhat from the 2021 estimate. Chalupsky moved to approve the 2021 Treasurer’s Report, 2nd by Plewka. VOTE by the Board, Ayes 6, Nays 0. MOTION PASSES.
