AGENDA ITEM
Prepared By: mcc Reviewed By: J. Barnhart Approved By:

1. Purpose. This application is regarding lake setback and 75-foot setback hardcover variances to
reconstruct the existing “boat building/shed” with a small footprint and height expansion and change the
lake boardwalk configuration within the 75-foot setback.

2. MN§15.99 Application Deadline. The application was received on June 22nd, and considered to be
complete on July 7th. Therefore the 60-Day review period expires on September 5th, 2021.

3. Background/ Summary. At the Council’s last meeting, Camp TEKO presented proposed site plan
changes to a portion of the property at the boat house near the center of the property within the 75-foot
setback. The changes are primarily focused around accessibility improvements and included expansion of
an existing building footprint and changes to the boardwalks accessing the building and the dock. The
plan included a reduction of the existing 75-foot hardcover in this area, however the Council was not
initially supportive of the building footprint expansion of the nonconforming building. The Council
ultimately supported the modification due to
similar precedent in the past (for example,
recently: 1509 Long Lake Blvd, #LA21-
000030 and 706 North Arm Dr, #LA21-
000024).

The applicant has revised their request to
include removal of an existing changing
cabin that encroaches into the 75-foot
setback as their need for the accessible boat
shed at the lake takes priority over
maintenance of the changing cabin. The three
other cabins are beyond the 75-foot setback
and are proposed to be refurbished.

The applicant provided an updated site plan
for this area (Exhibit B) which reflects the
boardwalk changes, as well as the footprint
change for the boat building. The cabin to be removed will offer a 222 square foot reduction of building
footprint to offset the 87 square foot boat building footprint increase. Building footprint in this area will
be reduced by 135 square feet. The total hardcover proposed in this area is 1593 square feet, where
1599.5 square feet currently exists.

4. Public Comment. No written comments from the neighbors were received; there were supportive
comments provided by the public at the Council meeting on August 9th which are detailed in the City
Council draft minutes.

Item No.: 8 Date: August 23, 2021
Item Description: LA21-000047 – MATCOM: Mark Matasovsky o/b/o Temple Israel
of Minneapolis, 645 Tonkawa Road, Variances – Resolution No. 7213
Presenter: Melanie Curtis
Planner
Agenda
Section:
Consent Agenda
