MEMORANDUM OF UNDERSTANDING <br />BETWEEN <br />LAW ENFORCEMENT LABOR SERVICES, INC., Local 40 <br />AND <br />THE CITY OF ORONO <br />This Memorandum of Understanding is entered into between the City of Orono (“City”) <br />and Law Enforcement Labor Services, Inc. #40 (“Union”). <br />WHEREAS, the City and the Union are parties to a Collective Bargaining Agreement <br />(CBA) that governs the terms and conditions of employment for licensed essential <br />employees; and <br />WHEREAS, the parties’ current CBA expires on December 31, 2022, and the parties are <br />not yet in the process of negotiating a successor CBA, and; <br />WHEREAS, the parties recognize that it is desirable to clarify items surrounding training, <br />drive time, call back time; <br />NOW THEREFORE, based on the recitals above, which are incorporated herein, and the <br />parties hereby agree to the following clarifications: <br />1.Article 26 – Training: Officers attending mandatory training will be eligible for <br />up to 1 (one) hour of paid travel time to training at their regular rate of pay <br />(straight time rate). Drive time will be calculated to the next fifteen (15) minutes, <br />not to exceed 1 hour. <br />Officers attending mandatory training will be eligible for up to 1 (one) hour of <br />paid travel time from training at their regular rate of pay (straight time rate). <br />Drive time will be calculated to the next fifteen (15) minutes, not to exceed 1 <br />hour. <br />2.Article 14 – Call Back Time: Training of less than three (3) hours in length shall <br />not be considered a call back and is not subject to the three (3) hour minimum. <br />3.Payroll: Any changes to an employee’s time sheet made by a supervisor, paper <br />or electronic, will be communicated to the employee. The employee can then <br />offer an explanation to the supervisor at their earliest convenience. <br />4.Duration: The City of Orono and Law Enforcement Labor Services agree to <br />negotiate any extension of this MOU past December 31, 2022. This MOU shall <br />remain in effect until such time as a successor agreement is put in place or both <br />parties agree to an extension of the MOU.
