To authorize Bolton and Menk to proceed with a planning process as described in the <br />scope summary. <br /> <br />2. Background. During their workshop on April 12, staff requested and received City Council support <br />to solicit input on potential improvements/revisions to the Navarre Parking lot, to serve the long term <br />needs of the neighborhood. Based on that feedback, Bolton and Menk has prepared a revised scope of <br />services intended to draw input from the neighborhood and business community. The Council is asked to <br />confirm the outreach process, and formally authorize the work. <br /> <br />3. Scope. The outreach process, as described in the attached Bolton and Menk summary, is to include: <br />a. A virtual open house <br />b. A pop-up meeting <br />c. A stakeholder meeting (city staff to identify stakeholders) <br /> <br />If the Council desires additional public interaction, please advise. <br /> <br />4. Cost. Bolton and Menk has prepared a proposal (Exhibit A) for a fee not to exceed $16,900. <br /> <br />5. Funding. The study will be funded by the Community Investment Fund. The Estimated End Year <br />2021 balance for the fund is $595,2020.73 <br /> <br />6. Staff Recommendation. Staff recommends the Council authorize the work described in the scope <br />summary. <br /> <br />COUNCIL ACTION REQUESTED <br />Council authorize Bolton and Menk to complete the work described in the scope summary for a fee not to <br />exceed $16,900. <br /> <br /> <br />Exhibits <br />A.
