MINUTES OF THE <br />ORONO CITY COUNCIL MEETING <br />Monday, April 12, 2021 <br />6:00 o’clock p.m. <br />_____________________________________________________________________________________ <br /> <br />Page 13 of 15 <br /> <br />LA20-000053 – Dale Richardson o/b/o CBS MN Properties, LLC, 2060 Wayzata Blvd W, Sketch <br />Plan – Continued <br /> <br />Crosby asked if this will be condos or apartments. <br /> <br />Mr. Richardson replied they will build it as a condo but they want to do a higher-end apartment rental. <br />He thanked the Council for their time. <br /> <br />Barnhart updated the Council on the Lakeview Legacy Group putting up a pavilion as part of their private <br />park. They are running into some technical challenges with the Watershed District. He had a phone <br />conversation this afternoon and thinks there is a good path forward and all three groups working together <br />to get it approved. They will likely end up using some of the excess storm water capacity as part of the <br />development for this 480 square foot pavilion. <br /> <br />Olson showed a slide on screen regarding building permits in 2020-2021. He noted the yellow line is <br />2020 building permit revenue through March. The green bars are 2021and for the first two months they <br />were pretty close to a year ago and March jumped up. He noted the budget for 2021 is $425,000 and they <br />are at $116,000 at the moment and are at about 27% for the year. January – March is normally the <br />slowest period for revenues in building permits so they are ahead of the curve right now. <br /> <br />Johnson asked about plan review and inspections. <br /> <br />Barnhart thinks it is going pretty good with MNSPECT. They are solving quite a few problem projects <br />and he is very confident they have the resources to get things done. He noted all of the plan review is <br />electronic now which makes it easier than trying to chase down paper plans. <br /> <br />Johnson asked if they have received their first bill from that yet. <br /> <br />Barnhart does not think so. <br /> <br />MAYOR/COUNCIL REPORT <br />Crosby said a couple weeks ago he was working out at the gym and saw someone laying down. He went <br />over to investigate and the gentleman was in full arrest. Crosby performed CPR and had someone call <br />911. Although he worked quickly, unfortunately the man did not make it, which was very sad. He is <br />talking about this to get people to think about it because he has not had medical training in probably five <br />years. He will be getting his medical certifications renewed and he implores people to take the basic CPR <br />course because seconds and minutes matter. The quicker they can go and help someone, the better chance <br />they have to live. <br /> <br />Printup hopes for some good weather. <br /> <br />Seals thanked the Council for holding down the fort while she was on vacation. Her experience traveling <br />on Delta was lovely, she was not exposed to COVID. However, when her kids came back to Orono, they <br />were exposed to COVID. <br />
