<br /> We have reviewed the site plans for the proposed Orono Woods Apartments. The site is located in the
<br /> northwest quadrant of Wayzata Boulevard (T.H. 12) and North Brown Road. The site is proposed to be
<br /> developed as a senior housing complex and office building. The plans show the senior housing to be
<br /> constructed as Phase 1 and the office complex as Phase 2. It is our understanding that the use for Phase 2 may
<br /> change based on demand.This review focuses primarily on Phase 1.The following are comments with regards
<br /> to engineering matters:
<br /> 1. Traffic: The proposed layout appears to be in accordance with our traffic flow comments dated
<br /> November 14, 2000. We recommend that the access onto Wayzata Boulevard be signed and striped as a
<br /> right-in right-out only intersection. MnDOT should comment on the construction or striping of a
<br /> westbound right turn lane into the site from T.H. 12.Cross walk sniping and traffic control signing will
<br /> be necessary at various locations within the site. Signing and striping plans should be included with the
<br /> plan set. Streets and parking areas should he constructed to the City's commercial/industrial street section
<br /> as per City Standard Detail STR-7. All streets and parking areas shall have B618 concrete curb and
<br /> gutter.
<br /> 2. Grading:The grading plan shows street grades at both accesses ranging between 5% and 6%.This will
<br /> create problems for stopping and turning movements, particularly in the winter. We recommend a
<br /> minimum landing area of 50 feet with a maximum grade of 2%at both accesses.Some parking lot grades
<br /> are shown at 5%. We would recommend that parking lot grades not exceed 4 percent.The grades on the
<br /> access road to the office complex exceed 8%. Grades to the parking area for the office complex are
<br /> shown at 10%.We recommend these grades be reduced as much as practical for the stopping and turning
<br /> reasons noted above.The proposed retaining wall northwest of the pond is 8-feet tall at its highest point,
<br /> all retaining walls over 4-feet in height require an engineered design and details.All silt fence must be in
<br /> place prior to any grading activity.
<br /> 3. Drainage: A drainage area map and storm sewer calculations should be provided for our review. Plans
<br /> should he submitted to the Minnehaha Creek Watershed District for their review.MnDOT should review
<br /> and comment on the plans and provide verification that the existing pond is sized for the proposed
<br /> developed conditions.inverts of flared end sections(FES)outletting to the pond should be set at the pond
<br /> normal water level (NWL) of 972.0 +/-. Class 111 riprap should be called out and quantified at all FES.
<br /> Minimum storm sewer size shall be 12-inches. All storm sewer in the roadway or parking areas shall he
<br /> RCP.
