Haar <br /> Executive Secretary <br /> Minnesota Public Utilities Commission <br /> 350 Metro Square Building <br /> 121 Seventh Place East <br /> St. Paul,MN 55101 <br /> Re: 4.6.1 Notification of In-Service date and Completion of Construction and <br /> Summary of complaints for October—No Complaints Received <br /> Orono Substation Replacement and New 115 kV Transmission Line Project <br /> Docket No. E002/TL-11-223 <br /> Dear Dr. Haar: <br /> Northern States Power Company, doing business as Xcel Energy,obtained a route permit(dated <br /> April 6, 2012)to relocate approximately 0.2 miles of Xcel Energy Line 0831,to construct <br /> approximately 0.4 miles of new double-circuit 115 kV transmission line between line 0831 and <br /> the Orono Substation and to expand and modify the Orono Substation to accommodate the new <br /> 115 kV transmission line. <br /> The Complaint Procedures for High Voltage Transmission Lines attached to the route permit <br /> require that Xcel Energy submit a summary of all complaints received or resolved concerning <br /> Permit conditions for the project by the 15th of each month. Xcel Energy did not receive any <br /> complaints regarding this project during the month of October. <br /> Route Permit condition 4.6.1 Notification to Commission states that the Permittee shall notify the <br /> Commission of the date on which the line will be placed into service and the date on which <br /> construction was complete.
