Haar <br /> Executive Secretary <br /> Minnesota Public Utilities Commission <br /> 350 Metro Square Building <br /> 121 Seventh Place East <br /> St. Paul, MN 55101 <br /> Re: Project Update—Misplaced Structure <br /> Orono Substation Replacement and New 115 kV Transmission Line Project <br /> Docket No. E002/TL-11-223 <br /> Dear Dr. Haar: <br /> Northern States Power Company, doing business as Xcel Energy, obtained a route permit(dated <br /> April 6,2012)to relocate approximately 0.2 miles of Xcel Energy Line 0831,to construct <br /> approximately 0.4 miles of new double-circuit 115 kV transmission line between line 0831 and <br /> the Orono Substation and to expand and modify the Orono Substation to accommodate the new <br /> 115 kV transmission line. <br /> Construction on the new substation began in September 2012 and line construction began in <br /> February of 2013. Last week, it was discovered that the as-built location for structure 076-4,the <br /> first new transmission pole north of the substation on Xcel Energy substation property was <br /> constructed approximately 120 feet further north than intended and has resulted in <br /> inadequate operating clearance to the GRE 69 kV Line as constructed. A map indicating details <br /> is attached for reference. Neighboring landowners were notified of this issue on May 7, 2013. <br /> Xcel Energy is proposing to move the structure to the location that was approved in the Plan and <br /> Profile submitted to the Minnesota Public Utilities Commission on January 18, 2013 with <br /> updates provided on February 7 and March 22,2013. In order to do this crews would construct a <br /> new concrete drilled pier foundation in the correct location on Xcel Energy property, move the <br /> steel pole to the new foundation, re-string conductor and shield wires to the substation <br /> termination structure. The remaining foundation would be removed to below grade and the <br /> surface area would be filled with topsoil and restored. <br /> Department of Commerce EFP staff have asked that Xcel Energy evaluate any possible options <br /> that would allow the structure to be left where it is currently placed in addition to the proposed <br /> option to move the pole. Analysis of alternatives is currently underway. Xcel Energy will <br />
