Energy Facility Permitting <br /> MINNESOTA 85 7th Place East,Suite 500 <br /> DEPARTMENT OF St. Paul, Minnesota 55101-2198 <br /> COMMERCE ph 651.296.4026 I fax 651.297.7891 <br /> L. http://mn.gov/commerce/energyfacilities <br /> PERMIT COMPLIANCE FILING REVIEW <br /> PUC Docket No. E002/TL-11-223 <br /> Northern States Power Company, A Minnesota Corporation (Xcel Energy) filed compliance <br /> documents pertaining to the Route Permit issued by the Commission on April 6, 2012, for the <br /> Orono Substation Expansion and New 115 kV Transmission Line Project. <br /> The following documents were submitted in accordance with the HVTL Route Permit: <br /> Filing Permit Description e-Docket Document Date Filed <br /> Number Section _ Number <br /> 1 4.1 Updated Plan and Profile 20132-83649-01 February 8, 2013 <br /> —Transmission Line _ <br /> 2 5.4 Report of Archaeological 20129-78807-01 September 19, 2012 <br /> Survey <br /> Plan and Profile—11 S kV Transmission Line <br /> Section 4.1 of the Route Permit provides that: <br /> At least thirty (30) days before right-of-way preparation for construction begins on any <br /> segment or portion of the project, the Permittees shall provide the Commission with a <br /> plan and profile of the right-of-way and the specifications and drawings for right-of-way <br /> preparation, construction, transmission structure specification and locations, and <br /> restoration for the transmission line. The documentation shall include maps depicting <br /> the plan and profile including the right-of-way alignment and structure in relation to the <br /> route and alignment approved per the permit. <br /> On January 18, 2013, Xcel Energy filed signed Plan and Profile drawings of the proposed <br /> transmission line. In its February 7, 2013, comments on Xcel Energy's filing, Department staff <br /> identified several items that it believed were needed to bring the Plan and Profile into <br /> compliance with the permit.' On February 8, 2013, Xcel Energy filed an Updated Plan and <br /> Profile for Orono Substation Replacement and New 115 kV Transmission Line Project. In the <br /> opinion of Department staff, the additional material provided in the February 8, 3013, filing <br /> addresses the deficiencies of the earlier plan and profile filing. <br /> With respect to the structure 77, the permit, at Section 2.3 identifies a height of 70 to 90 feet for <br /> this structure. In the February 8, 2013, filing, Xcel Energy stated that more detailed post-permit <br /> design work identified the need for a taller (100 foot) structure to allow sufficient spacing <br /> between conductors to ensure that conductors do not come in contact in the event of weather- <br /> induced galloping. Department staff believes that this design change is consistent with Section <br /> ' Department of Commerce,Department Comments on Plan and Profile and Report of Archaeological Survey. <br /> February 7,2013. eDocket ID: 20132-83644-01 <br />
