I Section 5.0—Details the potential impacts of the proposed project to human and natural I environments and identifies measures that could be implemented to avoid,minimize or mitigate any potential adverse impacts. I Section 6.0—Lists additional permits that may be required for the proposed project. Section 7.0—Provides a comparison of the routes analyzed in this EA. I Section 8.0—References I Much of the information used in this EA is derived from documents prepared by Xcel Energy. These include Xcel Energy's Route Permit Application for the Orono substation Replacement and New 115 I kV Transmission Line Project,June 7,2011,along with the emails and requests for information. Discussion of electromagnetic field issues came primarily from the white paper developed by the Interagency Task Force led by the Minnesota department of Health (MDH),the National Institute for Environmental Health Sciences (NIEHS),and the World Health Organization (WHO). I Additional information comes from earlier EFP environmental review documents in similar dockets, other state agencies such as the Minnesota Department of Natural Resources (MnDNR) and the Minnesota Pollution Control Agency (MPCA).
