This Project schedule is based on information known as of the date of this filing and upon planning <br />assumptions that balance the timing of implementation with the availability of crews and materials <br />and with other practical considerations. This schedule may be subject to revision as further <br />information is developed. <br />3.5 Project Cost <br />Xcel Energy estimates that the Proposed new transmission line and new Orono Substation will cost <br />approximately $5.3 million, depending upon the selected route, and broken down as follows in <br />Table 3. <br />Table 3 <br />Estimated Project Cost <br />Xcel Energy will construct, operate and maintain the new Orono Substation and transmission lines <br />proposed in this Project. <br />Operating and maintenance costs for the transmission line will be nominal for several years, since <br />the line will be new and minimal vegetation maintenance will be required. Typical annual operating <br />and maintenance costs for 115 kV transmission voltages across Xcel Energy's Upper Midwest <br />system area are on the order of $300 to $500 per mile of transmission right-of-way. The principal <br />operating and maintenance cost include inspections, which are usually done by fixed -wing aircraft <br />and by helicopter on a regular basis. <br />The Company performs periodic inspections of substations and equipment. The type and frequency <br />of inspection varies depending on the type of equipment. Typical inspection intervals are semi- <br />annual or annual.
