Although the EA <br /> incorporates research concluding the health risks associated with exposure to high <br /> voltage power lines are minimal, other studies indicate that there is a coincidence, if <br /> not a correlation,between exposure and a number of serious, life-threatening <br /> diseases. An honest assessment would acknowledge that, at this time,the research is <br /> inconclusiveness. Given that uncertainty and the severe potential consequences of <br /> being wrong, prudent public policy would default to placing substations and power <br /> lines as far from residential neighborhoods as possible,not pursuing the 9-9-9 project <br /> proposed by Xcel. <br /> • The EA is written in a manner that does not accurately capture or depict the character <br /> of the substation. In fact, it is written in a manner that demonstrates a bias in favor of <br /> Xcel. See,for instance,the cover page of the environmental assessment,which <br /> displays a beautiful marsh,rather thanthe atrocious substation Xcel proposes to build, <br /> subtly suggesting to the reader that the project will have no aesthetic or <br /> environmental impact.
