ORONO PROJECT

Q. PLEASE DESCRIBE THE PROJECT.
A. The Project is located in the City of Orono in Hennepin County, Minnesota.
Xcel Energy proposes to replace the existing 69-13.8 kV Orono Substation
with a new 115-13.8 kV distribution substation and to construct approximately
1,023 feet of single circuit 115 kV transmission line and approximately 2,160
feet of double circuit 115 kV transmission line.

Proposed Route
Q. PLEASE DESCRIBE THE COMPANY'S PROPOSED ROUTE.
A. The Company's Proposed Route exits the planned Orono Substation
replacement area and heads north for 866 feet as a double circuit 115 kV line
on land owned by Xcel Energy and then turns northwest on private land
adjacent to the southern edge of the Burlington Northern Santa Fe ("BNSF")
railroad right-of-way for approximately 1,294 feet to the existing Xcel Energy
115 kV transmission Line 0831. At this point, the Project would replace three
existing transmission structures and replace approximately 1,030 feet of existing
single circuit 115 kV transmission Line 0831 with three new structures and
approximately 1,023 feet of new single circuit 115 kV transmission line. This
would result in rerouting the existing 115 kV transmission line off two
residential parcels and onto adjacent Huntington Farm Home Owners
Association ("HFHOA") property.
