CITY of ORONO <br />RESOLUTION OF THE CITY COUNCIL <br />NO. 4 8 <br />c) The property is able to be adequately served by police, fire, roads, and <br />stormwater management; <br />d) The property is provided with an adequate water supply and sewage disposal <br />system; <br />e) The proposed use is not expected to generate excessive. demand for public <br />services at public cost; <br />f) The proposed use is compatible with the surrounding area as used both <br />presently and as it is ,planned to be used in the future; <br />g) The proposed use is consistent with the character of the surrounding area, <br />unless a change of character is called for in the Community Management Plan; <br />h) The proposed use is compatibie with the character of buildings and site <br />improvements in the surrounding area, unless a change of character is called for <br />in the Community Management Plan; <br />i) The proposed use is not expected to substantially impair the use and enjoyment <br />of the property in the area or have a materially adverse impact on the property <br />values in the area when compared to the impairment or impact of generally <br />permitted uses; <br />j) The proposed use is provided with screening and buffering adequate to mitigate <br />undesirable views and activities likely to disturb surrounding uses; <br />k) The proposed use will not create a nuisance which generates smoke, noise, <br />glare, vibration, odors, fumes, dust, electrical interference, general unsightliness, <br />or other means; <br />1) The proposed use will not cause excessive non-residential traffic on residential <br />streets, parking needs that cause an inconvenience to adjoining properties; traffic <br />congestion, or unsafe access; <br />m) The site is designed to take into account the natural, scenic, and historic features <br />of the area and to minimize environmental impact; <br />n) All exterior lighting shall be so directed so as not to cast glare toward or onto the <br />public right-of-way or neighboring residential uses or districts; and <br />o) The proposed use is not detrimental to the public health, public safety, or general <br />welfare. <br />4. Conditions for Master Development Pian approval are as follows: <br />A. RPUD Development Standards and General Conditions. <br />1) Developer shall provide a final Master Development Plan for the development <br />that conforms to all standards of the RPUD District except as modified herein, <br />and shall demonstrate to the satisfaction of the City Council that all RPUD <br />standards have been met and shall demonstrate where such standards have not <br />been met, and shall satisfy the City Council that non-compliance with said <br />standards is remedied in a manner acceptable to the Council. <br />Page 6 of 11 <br />
