DRAFT Comprehensive Fire Service Study MEDINA, MINNESOTA <br /> <br />Matrix Consulting Group Page 66 <br /> <br />• If the employee is employed for at least 12 months by the city <br />• If the employee is employed for at least 1,250 hours of services with city during the <br />previous 12-month period <br />• If the employee is employed at a site where the employer employs 50 or more <br />employees within 75 miles of the employee’s worksite at the time of the leave request. <br /> <br />Much like the ACA, there are requirements for tracking and evaluating the eligibility, leave <br />that is used and the reporting requirement s. As well, this will add to the workload of the <br />human resources function. <br /> <br />5 Financial Resources <br /> <br />The City of Medina provides its residents fire protection through contracted services with <br />four fire departments that it also supports with financial resources. Each of these contracts <br />have termination clauses that have different termination notice time frames. <br /> <br />• Long Lake Fire Department has a without cause termination notice of 2 years. <br />Assuming notice would be given on January 1, 2021, the contract would then be <br />terminated on December 31, 2022. <br />• Loretto Fire Department has a without cause termination notice of 1 year. Assuming <br />notice would be given on January 1, 2021, the contract would then be terminated on <br />December 31, 2021. <br />• Maple Plain Fire Department contract may be terminated with a minimum six-month <br />notice and the termination effective on January 1 of the following year from the time <br />the notice is given. Assuming the notice provided would be given on January 1, 2021, <br />the contract would then be terminated on January 1 , 2022. <br />• The Hamel Fire Department contract contains a termination clause for any reason with <br />a 2-year written notice that cannot be issued any earlier than December 31, 2020. <br />Assuming the notice would be given on January 1, 2021, the contract would terminate <br />on December 31, 2022. <br /> <br />However, in this instance the Hamel Fire Department Board of Trustees have indicated <br />their desire for the Hamel Fire Department to become a City department and are <br />apparently amicable to a termination of the current contract. As such, consideration of the <br />termination clause is being absolved. As noted previously, Hamel Fire Department has <br />offered to allow the transfer of assets for certain non -monetary considerations. <br /> <br />The following table illustrates the financial impact for the City of Medina with creating a <br />City fire department. There are a few assumptions in this projected budget. <br /> <br />• The new City fire department would begin operations on January 1, 2021. <br />• The Fire Chief would be a full-time position
