Soil amendment areas should be in locations not subject to future pedestrian and vehicle <br />traffic and planted with native vegetation. The proximity of proposed amended areas to <br />house pads will most likely result in compaction of the soils over time due to human <br />interaction. Therefore, amended soil locations should be revised or the basin should be <br />expanded to meet MCWD requirements. Potential amendment areas include along the east <br />and west side of the entrance road and the cul-de-sac island. <br />j. A stormwater management plan outlining how the proposed improvements will meet all <br />requirements must be submitted for review prior to Preliminary Plat approval to ensure <br />adequate siting is available for required facilities. <br />2. Storm sewer sizing calculations must be submitted with correspond drainage area map to verify <br />adequate sizing. <br />3. Final Plans must include the following: <br />a. Grading, Drainage, and Erosion Control Plan <br />b. Street Construction Plan <br />c. Utility Plan <br />d. Landscape and Restoration Plan (including invasive species removal) <br />e. SWPPP meeting NPDES requirements <br />4. The applicant will be required to obtain Minnehaha Creek Watershed District (MCWD) <br />approval and permitting. Per correspondence with MCWD, they will require all stormwater <br />runoff management facilities to be installed with initial development. A copy of any approvals <br />or permits required must be submitted prior to Final Plat approval. <br />5. The applicant will be required to obtain a General Construction Permit (NPDES) to discharge <br />stormwater associated with construction activity since more than 1 acre will be disturbed. A <br />copy of the permit must be submitted prior to any land disturbing activity. <br />6. The applicant will be required to obtain Hennepin County approval and permitting for <br />connection to CSAH 15. A copy of any approvals or permits required must be submitted prior <br />to Final Plat approval. <br />7. The applicant will be required to obtain a Sanitary Sewer Extension Permit from the MPCA <br />and MCES. A copy of any approvals or permits required must be submitted prior to Final Plat <br />approval. <br />8. The applicant will be required to submit a Maintenance Agreement for all stormwater <br />management structures and facilities. The agreement must define maintenance responsibilities <br />following completion of project, specify types and frequencies of inspection and maintenance <br />activities, designate who will conduct inspection and maintenance activities, and outline <br />reporting requirements. The Agreement will be recorded with the County per the City’s <br />approval process. <br />9. Drainage and Utility Easements msut be provided as follows: <br />a. Over all sanitary forcemain. <br />b. Over all stormwater management facilities used to meet regulatory requirements. <br />c. Over all wetland and buffers. <br />d. Over all soil amendment areas. <br />e. All swales and piping providing drainage for multiple properties. <br />f. 5’ along all side lot lines, unless adjacent to Development boundary. <br />g. 10’ along all front lot lines, rear lot lines, and adjacent to Development boundary. <br />10. The sanitary service line to be abandoned must be completely disconnected from the existing <br />system to remain in place and capped. All pipes greater than 2” to be abandoned in place must <br />be blown full with sand and the ends grouted shut. <br />11. Road widths must be listed on the Road Plan. <br />12. The 15” CMP at Station 1+20 must be replaced with a 15” RCP and existing drainage patterns
