The purpose of this action item is for Council approval to purchase a dock for Lydiard <br />Beach and a swim platform for Sandy Beach. <br /> <br />2. Background. In 2013 the City Council authorized the removal of Docks from the City’s swim <br />beaches; Lydiard Beach, Sandy Beach, Casco Point Beach and Summit Beach. The justification for the <br />removals appears to have been maintenance costs and safety concerns over mixed use; boats, swimmers <br />and fishing. In the subsequent years there have been neighborhood requests for the return of the docks to <br />the beaches. In 2020 the Parks Commission took up the issue and came up with a plan to provide a dock <br />and a swim platform at two of the beaches and then to further review whether docks or platforms should <br />be placed at the other beaches. The Commission chose to place a swim platform at Sandy Beach and a <br />dock at Lydiard Beach. Those were subsequently added to the Parks Capital Improvement plan and <br />Public Works annual plan as Projects 21-033 and 034. <br /> <br />3. Project Scope. Installation of a 52 foot roll in dock at Lydiard Beach and an 8x8 swim platform at <br />Sandy Beach. <br /> <br />4. Cost. Dock And Lift provided the quotes listed below. <br />Item Cost <br />52’ Wheel End w/ Support Stands $ 6,533 <br />8’ x8’ Platform $ 2,499 <br />TOTAL $9,032 <br /> <br />5. Funding. Funding for the projects will come from the Parks Levy established by the Council for <br />2021. The CIP had projected $20,000. The 2021 Park Levy is $50,000. <br /> <br />6. Future Considerations. The Parks Commission intends to review the use of platform and dock and <br />then consider the need/desire for similar features at the other beaches and lake access points. The <br />Commission is currently working on a masterplan for Summit Beach during which docks will be <br />considered. The commission has also started to look at our lake access points to establish standards for <br />those that are actively used for recreation and in particular the ones that include docks. In early February, <br />Council Member Crosby inquired about a dock for Casco Beach. The request was forwarded to the Park <br />Commission Chair for inclusion in a future park commission meeting. <br /> <br />7. Staff Recommendation.
