Purpose. <br />The purpose of this action item is for Council approval of a declaration for the DEED Grant and approval <br />of the Trail Extension Change Order. <br /> <br />2. Background. The State Bonding Bill which recently passed both houses of the legislature and was <br />signed by the governor included $300,000 for Orono’s Big Island Park Project: For a grant to the city of <br />Orono to predesign, design, construct, furnish, and equip improvements at Big Island ark, including a <br />picnic area, trails and trail gates, restrooms, permanent seating, and interpretive panels. To maximize <br />Special Appropriation Funding the following adjustments were included in the budget calculations: an <br />ADA Trail extension to the north, development of and installation of additional interpretive signs and <br />some additional sitting stones. <br />a. Trail Extension. The contractor has provided a change order for the extension of the ADA trail <br />to the northern overlook. The change order is at the as bid unit prices but does include an additional <br />mobilization charge. The work is funded by the State General Obligation Bond grant administered by <br />DEED. <br />b. Declaration. A declaration restricting the property is required as part of the State General <br />Obligation Bond grant. (See Exhibit A) <br /> <br />3. Change Order Scope. The scope change order #4 is to construct a 365 foot gravel ADA compliant <br />trail to the northern overlook site. <br /> <br />4. Cost. Blackstone and Bolton and Menk provided the change order and engineering proposals at <br />exhibits B and C for the construction of the additional ADA trail. <br />Project Activity Cost <br />Change Order #4- Additional ADA Trail $16,620 <br />Engineering/Archeology/ Construction mgmt. for Change Order #4. $ 5,360 <br />TOTAL $ 21,980 <br /> <br />5. Funding. Funding for the concept plan would come from State Bonding Bill funds. After the <br />previously approved project items there is $59,500 of funding available for follow on items in the project. <br />If change order 4 is approved $37,520 of state bonding funding will be available for additional items such <br />as the interpretive sign project implementation. <br /> <br />6. Staff Recommendation. I recommend the declaration be approved in order to complete the <br />requirements for the State General Obligation Bond Funding. I recommend approval of the trail <br />extension change order. <br /> <br />COUNCIL ACTION REQUESTED <br />Motion to: <br />Approve the Declaration attached at Exhibit A. <br />Approve Change Order #4 for the Extended ADA trail at exhibit B and the associated Engineering <br />proposal form BMI at exhibit C. <br /> <br />Exhibits <br />A.
