The purpose of this action item is to approve a contract to employ Adam Edwards in the <br />position of City Administrator – City Engineer effective March 30, 2021. <br /> <br />2. Background. The selection process for the City Administrator position has been completed. A total <br />of 32 applications were received. After an initial review of the applications by the Organizational <br />Committee, the full council met and identified six applicants to be interviewed. After their interviews <br />with the organizational committee, four applicants were selected as finalists. After a tour of the city and <br />a final interview with the Council, Adam Edwards was selected as the top candidate. <br /> <br />For the last six and one-half years he has been employed by the City as its Public Works Director - City <br />Engineer. In his current position, he has demonstrated a unique combination of customer service, <br />leadership, and technical skills that has greatly improved the delivery of services to the public. <br /> <br />An employment agreement has been negotiated by the City Attorney with Edwards. According to the terms <br />of the agreement he will be placed at step 4 of the City Administrator pay scale ($125,272.94). He will be <br />eligible for step increases on his anniversary date with COLA increases at the beginning of the year. <br /> <br />3. Cost. Starting compensation for Edwards will be $125,272.94. This is a full time position and is <br />eligible for full city benefits including enrollment in the Coordinated Plan of the Public Employees <br />Retirement Association (PERA). <br /> <br />4. Funding. Full funding for this position is included in the 2021 City Budget. <br /> <br />5. Staff Recommendation.
