LA21-000020 <br />March 15, 2021 <br />Page 2 of 5 <br /> <br />Planning Staff Practical Difficulty Analysis: Regarding practical difficulty, Staff finds there are <br />inherent practical difficulties with the substandard lot size and width creating overlapping side <br />yard setbacks. The existing house is located 21 feet from the front <br />property line. The new proposed home is 35.4 feet from the front property line bringing the <br />overall home closer to conformance. Due to the topography and the grade drop off in the rear <br />of the home creates a limited buildable space. <br /> <br />The required side yard setback is 50 feet. The lot is 93 feet in width at the road and 73 feet for <br />the defined width at the 100 foot front yard setback. This creates an overlapping side yard <br />setback and eliminates a buildable envelope for a home on the property. The existing home <br />had a 22 feet setback to the east and 35 feet setback to the west. The proposed home was <br />design to create as large of a setback as possible due to the narrow home design. The applicant <br />is requesting a 19’ to the east property line due to the proposed deck stairs. They are requesting <br />23 feet to the west property line due to unique lot shape. <br /> <br />Lot Area and Width: Lots of Record outside the Shoreland Overlay District (78-72) <br />B. (3) In R or RR districts not served by public sanitary sewer. A lot of record in any R or RR <br />district in the city not served by public sanitary sewer must meet the area and width <br />requirements of this chapter and shall not be utilized for single-family detached dwelling <br />purposes without council approval. Administrative approval may be granted for a lot of record
