The property is very flat, with elevations generally between 1017' and <br /> 1021',slightly lower on the westside near the regional pond,slightly higher along the north <br /> edge. In order to prepare home sites,a significant amount of excavation and filling will be <br /> necessary,including soil replacement for stability as well as adding significant amounts of <br /> fill to ensure adequate site drainage and elevate homes above the high seasonal water table. <br /> 21. Stormwater Management. Stormwater management is proposed to be provided by <br /> filtration basins along the north side,and in the SW comer,which ultimately discharges to <br /> the regional pond intended for the Stonebay Development, including this lot. These <br /> facilities will be subject to standard drainage easements. In addition to the City of Orono, <br /> the Minnehaha Creek Watershed District have approval authority over the applicants' <br /> stormwater management plan. Final stormwater plans will be subject to the <br /> recommendations and approval of the City Engineer. <br /> 22. Stormwater and Drainage Improvements & Fees. The property will be subject to the <br /> Stormwater and Drainage Trunk Fee. The 2021 fee schedule requires a rate of$8,490.00 <br /> per acre(Multifamily Residential greater than 4 units per acre),for an estimated Trunk Fee <br /> of 3.69 acres x$8,490/acre=$31,328.10. <br /> 23. Utility Locations/Availability/Assessments/Connection Fees. Preliminary connection <br /> charges for the applicants' site are estimated at $161,690 for municipal water and <br /> $199,060 for municipal sanitary sewer. The Metropolitan Council will also require a <br /> Sewer Access Charge at the time each building permit is issued. That rate is currently <br /> $2,485 per residential unit. <br /> 7 <br />
