�ONp CITY OF ORONO <br /> RESOLUTION OF THE CITY COUNCIL <br /> ��� NO. <br /> 7177 <br /> �k+ESH��� <br /> 20 Lighting Conforming. Photometric Plan provided. <br /> 21 Trails Sidewalks and public walks proposed <br /> 1 Waivers may be necessary to accommodate the Councils goal of townhome style <br /> development,rather than larger attached family buildings. <br /> 14. Hardcover. Based on proximity to lakes and tributaries, the property would be exempt <br /> from Stormwater Quality Overlay district regulations. However, by virtue of the RPUD <br /> zoning, per 78-1701(4)(a)the property is assigned to Hardcover Protection Tier 4, which <br /> allows up to 50% hardcover of the gross lot area. Townhome development by nature <br /> exceeds hardcover limitations as often the building on the lot extends property line to <br /> property line. Flexibility from the hardcover limitations is necessary. <br /> 15. Private Streets. All 37 lots will be served by a new internal private road system to be <br /> constructed by the developer to City standards,with minimum paved road width of 28 feet <br /> (back of curb to back of curb).All 37 lots will have driveways accessing the new internal <br /> road, and none shall have direct driveway access to Wayzata Boulevard, Willow Drive, or <br /> Kelley Parkway. The City Engineer has indicated at this time there is no need for additional <br /> right of way. With the internal road system being privately owned and maintained, road <br /> easements are necessary. <br /> 16. Easements Required. Perimeter drainage and utility easements will be required as <br /> directed by the City Engineer. A number of drainage easements are shown on the plat <br /> drawings as necessary to direct stormwater runoff. <br /> 17. Lighting. Internal private street lighting should be at a low level consistent with the <br /> surrounding rural residential character while providing the necessary level of security,and <br /> will be maintained by the homeowners association. Street lighting will be provided by the <br /> developer. <br /> 18. 10% Private Recreation. The private recreation area of '10% of the platted property' <br /> required under the RPUD standards is provided by the Outlot C of the plan,improvements <br /> and maintenance will be the responsibility of the homeowners association. <br /> 19. Park and Trail Dedication. There are no identifiable public parkland needs at this <br /> location. However, development of the proposed housing will generate additional use of <br /> existing City park facilities in the area. The Council finds that no park lands need to be <br /> dedicated and the park dedication should be in the form of a Cash Contribution in Lieu of <br /> Lands as allowed by the Municipal Code. Additionally,the Council finds that connection <br /> to the Wayzata Blvd trail and the Kelley Parkway sidewalk systems are appropriate. <br /> 6 <br />
