Edwards, P.E. <br />Director of Public Works/City Engineer <br />Agenda Section: Staff Report <br /> <br />1. Purpose. The purpose of this item is for the Commission to review the revised Capital Improvement <br />Plan (CIP) for 2021 and beyond. <br /> <br />2. Summary. The CIP is a planning level document that lays out future capital expenditures. The plan <br />is revised annually and submitted for approval to the City Council. The revised 2021 is attached. <br /> <br />3. Items to highlight for the Parks CIP. (Exhibit A). <br />Item Estimated <br />Cost <br />Comments <br />Dock or Swimming Platform <br />for Sandy Beach <br />$ 10,000 Added at request of Park Commission, 6 Jul 20 <br />Summit Beach Improvements $ 95,300 Moved back in the timeline pending decision Long Lake Rowing <br />Club Proposals. Assumes a $15K playground grant. <br />GC Miscellaneous <br />Improvements <br />$ 10,000 Added at request of Park Commission Chair in 2020. <br />Trail Construction along <br />CSAH 19 (Livingston to <br />Dakota) <br />$ 120,000 Updated from $120K based on most recent updates from Three <br />Rivers Park District and Hennepin County <br />CSAH 112 PH 3 Trail <br />(School to CSAH 6) <br />$ 929,333 Received cost estimate from Hennepin County. Project would be <br />tied to the County Road project. Park fund has insufficient funding <br />projected to cover this cost. <br />Tool Cat $ 66,684 Added to address winter maintenance of trails and sidewalks, but <br />will also be used for summer park maintenance activated. System <br />is compatible with existing skid steer attachments. Will replace <br />sprayer unit, fertilizer unit and leased maintenance cart. <br /> <br />4. Funding. Items on the Park CIP are funded from Park Fund or Lurton Park Fund. Where applicable <br />grant or partner funding will be used. All items on the CIP are subject to funding availability and <br />approval by the City Council. The Park Fund has insufficient funds projected to complete all of these <br />projects. The park Fund is primarily funded by Park dedication fees which come from developments <br />within the city. The city council has proposed a $50,000/yr dedicated levy for Parks beginning in 2021. <br />Fund balance Estimates are at Exhibit B. <br /> <br />COMMISION ACTION REQUESTED <br />The Park Commission should review and provide any comments for CIP. <br /> <br />Exhibits <br />A.
