Purpose: The purpose of the attached resolution is to establish a policy for reviewing professional <br />services for the City through an RFP process. Such services include insurance agent, fiscal agent, auditor, <br />attorney and engineer. The objective of the policy and schedule is to create greater accountability and <br />transparency for the professional services contracted with the City. <br /> <br />2. Background: Minnesota Statute 471.345 authorizes municipalities to enter into contracts. Contracts must <br />generally follow the municipal contracting law (competitive bidding law) except when entering into <br />contracts with professional services. Therefore the City of Orono may choose that adopting a schedule to <br />review and compare professional service, through a Request for Proposals (RFP) process, will result in <br />services and prices that best serve the interest of the citizens of our community. <br /> <br />The professional services schedule will cycle over a five year time span at minimum and more often as <br />requested. <br /> <br />Professional Services Schedule <br />Service 2021 2022 2023 2024 2025 2026 2027 2028 2029 2030 <br />Prosecuting Attorney X X <br />Auditor X X <br />Insurance Agent X X <br />Fiscal Agent X X <br />Civil Attorney X X <br />Engineer X X <br />Payroll Services X X <br />Building Official X X <br /> X - Year indicates when proposals will be requested. Service may or may not <br />start until following year. <br /> <br />When a specific professional service comes due under the schedule, that service could be reviewed by the <br />City Council at appointment time each year in January. During the review process, the City Council <br />could decide whether or not the professional service will be subject to an RFP process. Regardless of the <br />council's decision, the professional service could come up for review again in another 5 years. <br /> <br />3.
