The purpose of this action item is to adopt a resolution approving pay plan adjustments for <br />non-union city employees for 2021. <br /> <br />2. Background. The City adopts an updated non-union pay scale annually. This action will set the 2021 <br />wage and benefits for the following positions: Office Manager (PD), City Clerk, Deputy Chief, <br />Community Development Director, Public Works Director, Finance Director, Police Chief, and the City <br />Administrator. <br /> <br />a. Compensation. The 2021 budget has includes a 3.0% COLA increase to the City’s pay scale and <br />$0.05 per hour longevity pay for non-union employees over 8 years of service. A copy of the <br />updated pay scale is included with this memo. <br /> <br />b. Insurance. For 2021 the City’s insurance contribution for employees selecting family (employee <br />plus) coverage is budgeted for $1,472.50 which has not changed from 2020. The contribution for <br />employees selecting single coverage remains frozen at the 2011 amount of $915. The waiver <br />amount is the same as 2020 at $205.00. <br /> <br />c. Mileage. The attached resolution also confirms that the City will continue to reimburse <br />employees at the IRS allowed mileage rate in 2021. The 2020 IRS standard rate is currently set at <br />57.5 cents per mile. The 2021 rate has not yet been released. <br /> <br />d. Safety Shoe Allowance. This reimbursement will remain at $250 annually, matching the amount <br />in the Public Works union contract. <br /> <br />3. Cost. The total cost of a 3.0% COLA is $29,700. <br /> <br />4. Funding. The funding for these expenditures are included in the 2021 budget. <br /> <br /> <br />5. Staff Recommendation. Staff recommends approval of a resolution approving pay plan adjustments <br />for non-union city employees for 2021. <br /> <br />COUNCIL ACTION REQUESTED <br /> <br />Motion to adopt a resolution approving pay plan adjustments for non-union city employees for 2021. <br /> <br />Exhibits <br />A.
