The purpose of this agenda is to name Accountant Maggie Ung acting Finance Director <br />during the absence of the City Finance director. <br />2.Background. The City’s Finance Director is undergoing a medical procedure and will be unable to <br />perform his duties for an extended period of time. He will be unable to work for at least four weeks and <br />will only be able to return in a part-time status until the end of the year. <br />During the Finance Director’s absence Ung will be performing the duties of the Finance Director. These <br />duties include attending and presenting at work sessions and council meetings, attending management <br />team meetings, managing the City’s bank and investment accounts, dealing with insurance claims, <br />completing work on the 2021 budgets, and working closely with departments regarding financial <br />operations, and other duties that may arise of the length of the absence. In her time with the City, Ung <br />has demonstrated outstanding analytical and problem solving skills. She has displayed a strong work <br />ethic and takes a great deal of pride and ownership in her work. She is well qualified to perform the <br />duties of Acting Finance Director. <br />3.Cost. According to the labor agreement with the Office and Professional Employees International <br />Union, Local 12, “if a bargaining unit Employee is assigned to department head duties, they shall earn the <br />starting step of department head pay. The cost associated with this temporary increase will be <br />approximately $5,000 including FICA, PERA, and other benefits. <br />4.Funding. There is adequate funding in the 2020 Finance D epartment budget. <br />5.Staff Recommendation.
