Additionally requested are structural coverage, setback, and <br />hardcover variances to permit 46.3% hardcover where 25% is permitted and a 2,396 square foot <br />footprint where 2,000 square feet is permitted. <br /> <br />Practical Difficulties Analysis <br />Applicant Submittal Information: The applicant has identified restrictive ordinances applying to <br />the property which is 38% of the minimum size for the zoning district and grades that do not <br />allow the development of basement/mechanical/storage functions as practical difficulties <br />supporting the requested variances. Additionally, they have provided supporting documentation <br />regarding Practical Difficulties attached as Exhibit B, and should be asked for additional <br />testimony regarding the application. <br /> <br />Planning Staff Practical Difficulty Analysis: The property is nonconforming with respect to area <br />and width. The applicant has designed a new house which fits within the required side and rear <br />setbacks; and reflects a slight reduction from the existing hardcover level by 19 square feet. <br /> <br />Staff finds practical difficulties inherent to the location, size, and shape of the lot affecting the <br />property which justify the lot width, lot area, hardcover, and setback variances allowing <br />redevelopment. The footprint of the proposed home exceeds the permitted footprint size by <br />396 square feet. The house should be redesigned to fit within the parameters of the zoning <br />district. <br /> <br /> <br />Application Summary: The applicant is requesting variances in order to redevelop the property <br />with a new residence. Variances for lot area, lot width, hardcover, and setback are required. A <br />structural coverage variance is also requested. <br />Staff Recommendation: Planning Department Staff recommends denial of the plan as <br />proposed, see page 6.
