Finnegan Page 1 of 3 <br /> <br />September 1, 2020 <br /> <br />Variance Request Narrative: Kevin (KC) and Jessica Finnegan <br /> <br />Property Location: 3435 Crystal Bay Road, Wayzata, MN 55391 <br /> <br />BACKGROUND: <br /> <br />The Finnegan Family moved back to Minnesota after spending 10 years overseas in the United <br />Arab Emirates (UAE). Both KC and Jessica are West Point graduates and veterans who served <br />for many years in the United States Army. They have three school-aged children, Brody (14 <br />years old), Bella (13 years old), and Jack (12 years old). KC grew up in the Twin Cities and <br />always wanted to return to MN after leaving the Army. After spending their first year back in <br />the Navarre neighborhood, their family dream of living on the lake came true when they <br />purchased the property at 3435 Crystal Bay Road. <br /> <br />GENERAL CONTEXT: <br /> <br />Given the many unique lots on Crystal Bay Road that do not meet the minimum lot area or <br />minimum lot width requirements and the considerable practical difficulties, the property proposal <br />conforms to the general characteristics of other residences in terms of size, setbacks, and <br />hardcover, while maintaining livability by focusing on conformance with characteristics of the <br />neighborhood. The variances are requested in order to permit construction of a modestly sized <br />home, which is considered reasonable on Crystal Bay Road. Other homes in the immediate <br />neighborhood have been granted similar levels of variances for redevelopment due to many <br />similar site-related practical difficulties. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
