Deviations 1580 <br />will be allowed and may be required in those instances where considered justified by the city. 1581 <br />(2) Design factors. Sanitary sewerage systems should be designed for the ultimate tributary 1582 <br />population. Due consideration should be given to the Community Management Plancurrent 1583 <br />zoning regulations and approved planning and zoning reports where applicable. Sewer capacities 1584 <br />should be adequate to handle the anticipated maximum hourly quantity of sewage and industrial 1585 <br />waste together with an adequate allowance for infiltration and other extraneous flow. Sewers shall 1586 <br />be designed in accordance with standards and specifications approved by the city. 1587 <br />Sec. 82-225. - Utilities. 1588 <br />(a) Location. All utility facilities, including but not limited to gas, electric power, telephone and CATV 1589 <br />cables, shall be located underground throughout a subdivisionplat. Wherever existing utility facilities 1590 <br />are located above ground, except where existing on public roads and rights-of-way, they shall be 1591 <br />removed and placed underground. All utility facilities existing and proposed throughout the 1592 <br />subdivisionplat shall be shown on the preliminary subdivisionplat plan. Underground service 1593 <br />connections to the street property line of each platted lot shall be installed at the subdivider's expense. 1594 <br />At the discretion of the city, the requirements for service connections to each lot may be waived in the 1595 <br />case of adjoining lots to be retained in single ownership and intended to be developed for the same 1596 <br />primary use. 1597 <br />(b) Easements. Easements centered on rear and side lot lines shall be provided for utilities (private and 1598 <br />municipal), and such easement shall be at least ten feet wide and have satisfactory access to the 1599 <br />publicly dedicated and opened road. Easements shall be indicated on the plat. Proper coordination shall 1600 <br />be established between the subdivider and the applicable utility companies for the establishment of 1601 <br />utility easements established in adjoining properties. 1602 <br />Sec. 82-226. - Preservation of natural features and amenities. 1603 <br />(a) (a) Generally. Existing features which would add value to residential development or to the city 1604 <br />as a whole, such as trees, watercourses and falls, beaches, historic spots, and similar irreplaceable 1605 <br />assets, shall be preserved in the design of the subdivisionplat. 1606 <br />1. No trees shall be removed from any subdivisionplat nor any change of grade of the land 1607 <br />effected until approval of the preliminary subdivisionplat has been granted. All trees on the 1608 <br />subdivisionplat plan required to be retained shall be preserved, and all trees where required 1609 <br />shall be welled and protected against change of grade. The vegetation map shall show the 1610 <br />number and location of existing trees, as required by this chapter, and shall further indicate 1611 <br />all those marked for retention, and the location of all proposed shade trees required along 1612 <br />the street side of each lot as required by this chapter. 1613 <br />(b) Shade Deciduous trees planted by subdivider. 1614 <br />(1) As a requirement of subdivision approval, the city may require that the subdivider plant 1615 <br />Deciduousshade trees on the property of the subdivision. Such trees are to be planted within five 1616 <br />feet of the right-of-way of the roads within and abutting the subdivision, or, at the discretion of 1617 <br />the city, within the right-of-way of such roads. One tree shall be planted for every 40 feet of 1618 <br />frontage along each road unless the council, upon recommendation of city staff, shall grant a 1619 <br />waiver. 1620 <br />(2) New trees to be provided pursuant to this chapter shall be approved by the city and shall be 1621 <br />planted in accordance with the specifications of the city. Such trees shall have a minimum trunk 1622 <br />diameter, measured 12 inches above ground level, of not less than two inches. Only oak, honey 1623 <br />locust, hard maples, ginkgo, ash or other long-lived shade trees acceptable to the city shall be 1624 <br />planted.
