July 20, 2020 page 34 <br />(5) Every effort shall be made to protect adjacent residential areas from potential nuisance from a 1445 <br />proposed commercial or industrial subdivision, including the provision of extra depth in parcels 1446 <br />backing up on existing or potential residential development and provisions for a permanently 1447 <br />landscaped buffer strip when necessary. 1448 <br />(6) Streets carrying nonresidential traffic, especially truck traffic, shall not normally be extended to 1449 <br />the boundaries of adjacent existing or potential residential areas. 1450 <br />Sec. 82-218. - Subdivisions straddling municipal and school district boundaries. 1451 <br />Whenever access to subdivision is required across land in another local government, the council may 1452 <br />request assurance from the city attorney that access is legally established, and from the city engineer that 1453 <br />the access road is adequately improved, or that a performance bond has been duly executed and is 1454 <br />sufficient in amount to assure the construction of the access road. In general, lot Lot lines shall be laid out 1455 <br />so as not to cross municipal and school district boundary lines. 1456 <br />Sec. 82-219. - Monuments. 1457 <br />The applicant shall place permanent reference monuments in the subdivisionplat as required by 1458 <br />statute. 1459 <br />Sec. 82-220. - Character of the land. 1460 <br />Land which the council finds to be unsuitable for subdivision or development due to flooding, 1461 <br />improper drainage, steep slopes, soil conditions, rock formations, adverse earth formations or topography, 1462 <br />utility easements, or other features which will reasonably be harmful to the safety, health and general 1463 <br />welfare of the present or future inhabitants of the subdivisionplat and/or its surrounding areas shall not be 1464 <br />subdivided or developed unless adequate methods are formulated by the developer and approved by the 1465 <br />council, upon recommendation of the city engineer, to solve the problems created by the unsuitable land 1466 <br />conditions. Such land shall be set aside for uses as shall not involve such a danger. 1467 <br />Sec. 82-221. - SubdivisionPlat name. 1468 <br />The proposed name of the subdivisionplat shall not duplicate, or too closely approximate 1469 <br />phonetically, the name of any other subdivisionplat in the area city covered by this chapter. The council 1470 <br />shall have final authority to designate the name of the subdivisionplat, which shall be determined at 1471 <br />preliminary subdivisionplat approval. 1472 <br />Sec. 82-222. - Drainage and storm sewers. 1473 <br />(a) General requirements. The city shall not approve any subdivisionplat which does not make adequate 1474 <br />provision for stormwater or floodwater runoff. Surface water drainage patterns shall be shown for each 1475 <br />lot and block. The stormwater drainage system shall be separate and independent of any sanitary sewer 1476 <br />system. Storm sewers, where required, shall be designed by the method as approved by the city, and a 1477 <br />copy of design computations shall be submitted along with plans. Inlets shall be provided so that 1478 <br />surface water is not carried across or around any intersection, nor for a distance of more than 600 feet 1479 <br />in the gutter in urban areas. When calculations indicate that curb capacities are exceeded at a point, no 1480 <br />further allowance shall be made for flow beyond that point; and basins shall be used to intercept flow 1481 <br />at that point. 1482 <br />(b) Nature of stormwater facilities. 1483 <br />(1) Location. The subdivision shall be required by the city to carry away by pipe or open ditch any 1484 <br />spring or surface water that may exist either previously to or as a result of the subdivisionplat. 1485 <br />Such drainage facilities shall be located in the road right-of-way where feasible, or in perpetual 1486 <br />unobstructed easements of appropriate width, and shall be constructed in accordance with the 1487 <br />city's construction standards and specifications. 1488 <br />(2) Accessibility to public storm sewers. 1489 <br />Commented [JB97]: We don’t need two playbooks.
