July 20, 2020 page 5 <br />(3) Minor arterial means a roadway intended to connect adjacent subregions and activity centers 164 <br />within subregions. 165 <br />(4) Collector means a roadway intended to connect neighborhoods within and between subregions. 166 <br />(5) Local means a roadway intended to connect blocks within neighborhoods and specific activities 167 <br />within homogeneous land use areas. 168 <br />(6) Parkway means a roadway intended to provide low-speed and low-volume vehicular or bicycle 169 <br />access to or through recreational areas, parks and lakeshore. 170 <br />(7) Dead end means a roadway with only one vehicular-traffic outlet. 171 <br />(8) Private means a roadway for which the city or other political subdivision shall not be responsible 172 <br />for its maintenance and operation. 173 <br />(9) Public means any roadway for which the city or other political subdivision is or expects to be 174 <br />responsible for its maintenance and operation. 175 <br />Roadway right-of-way width means the distance between property lines measured at right angles to 176 <br />the centerline of the roadway. 177 <br />Setback means the minimum horizontal distance between a structure, system or facility and a natural 178 <br />feature, property line, right-of-way line, ordinary high water level, structure, system or other facility. 179 <br />Sewage treatment system, on-site, means a device or series of interconnected components designed, 180 <br />installed and maintained for the purpose of safely treating and disposing of sewage and domestic waste, 181 <br />whenever such system is not part of a municipal sewerage system. 182 <br />(1) Individual system means a system serving an individual building, typically a single-family 183 <br />residence. 184 <br />(2) Collective system means a system serving two or more buildings, typically including individual 185 <br />septic tanks connected to a common soil treatment and absorption area. 186 <br />(3) Commercial system means a system serving any nonresidential building. 187 <br />Screening means a manmade or natural visual barrier of a type that will form a year-round dense 188 <br />screen. 189 <br />Shade tree means a tree of approved species and size. 190 <br />Shoreline means a line denoting the ordinary high water elevation of any lake, stream or other body 191 <br />of water, which ordinary high water elevation shall be as established by the Minnehaha Creek Watershed 192 <br />District, department of natural resources, or any other agency, whichever elevation is the highest. 193 <br />Single ownership means ownership by the same person, corporation, firm, entity, partnership or 194 <br />unincorporated association; or ownership by different corporations, firms, partnerships, entities or 195 <br />unincorporated associations, in which a stockholder, partner, or associate, or a member of their family 196 <br />owns an interest in each corporation, firm, partnership, entity or unincorporated association. 197 <br />Slope means vertical distance in feet per 100 feet of horizontal distance. 198 <br />State means the State of Minnesota 199 <br />Street means the same as Roadways. 200 <br />Structure means anything which is built, constructed or erected, an edifice or building of any kind, or 201 <br />any piece of work artificially built up or composed of parts joined together in some definite manner, 202 <br />which requires a location on, below or above the ground, land or water, or attached to something having a 203 <br />location on the ground, land or water. 204
