<br /> <br />To: Jon Ressler and Planning Commission Members <br /> Dustin Rief, City Administrator <br /> <br />From: Laura Oakden, Planner <br /> <br />Date: February 18, 2020 <br /> <br />Subject: #LA20-000003, John Newell, 1485 Sixth Ave N, <br />Sketch Plan <br /> <br /> <br />Background <br />The property is located in the LR-1A, 2 acre, zoning district and currently contains one house <br />located on the south side. According to the survey, the property is 26.12 acres with roughly <br />1.59 acres as Co Rd 6 easement. The existing lot is roughly 1042’ wide along Co Rd 6. The <br />property has a pond located on the west side that is managed though the DNR by the MCWD. <br />The property also includes a segment of Long Lake Creek running through the middle NW to SE <br />which connects this pond to Long Lake. The existing house will be retained on proposed lot 2 of <br />the plat. <br /> <br />Proposal <br />The proposed property would be divided into 3 lots. The new proposed private road and cul-de- <br />sac will be places over the existing shared driveway. There is currently a share driveway which <br />serves a home within the project property and 2 other homes. <br /> <br />Roads/ Access. <br />The plan shows a cul-de-sac and a road as Outlot A roughly 600 feet in length. Based on the <br />rural nature of this development, and the cul de sac, it is anticipated that the road and cul-da- <br />sac will be private. No paved roadway is shown. It is assumed that the paved roadway will <br />meet city standards of 24 feet in width. The cul de sac will provide access to the new lots, lots <br />1 and 3. Access onto 6th Avenue N will be restricted. <br />The proposed road follows the existing driveway. <br />The plan proposes a shared driveway off of the cul de sac serving three lots: Lot 2, and 1305 <br />and 1405 6th Avenue N. This subdivision does not create or improve this non-conforming <br />situation. The City Code only allows 2 home to share 1 driveway. <br />Application Summary: The applicant is requesting sketch plan consideration on a proposed 3 <br />lot single family residential development to be served by septic and a new private road. <br />Staff Recommendation: While no formal action is required, this memo will serve as a <br />foundation for the Planning Commission’s discussion with the applicants to bring to light <br />potential issues for discussion and issues to be addressed prior to submission of a formal <br />Preliminary Plat application. Planning Department Staff requests input on the flexibility <br />requested for allowing a shared driveway which serves 3 existing homes from the new cul-de- <br />sac.
