Orono City Council <br />Work Session Minutes <br />Monday, June 8, 2020 <br />Council Chambers <br />5:00 p.m. <br /> <br />Edwards mentioned he is looking to council for guidance. Once we receive note that <br />you support staff for examining this closer, staff will bring back to council for approval. <br /> <br />Guidance over all is to get final numbers and draft contract. <br /> <br />Council Member Victoria Seals would like staff to dig into the numbers a bit more prior <br />to sharing this with Spring Park. <br /> <br /> <br />2. Solicitor License Moratorium <br />Rief began discussion about Soliciting during the pandemic. He asked for guidance for <br />allowing Solicitors to go to residents homes during while executive orders are in place <br />for social distancing. <br /> <br />Walsh asked if the attorney had any concerns about this discussion. Walsh is concerned <br />that people may not have the choice if people are coming to them during this time while <br />they do have a choice to visit places outside their homes. <br /> <br />Johnson also mentioned we don’t really have control for enforcing protocols during <br />executive orders. <br /> <br />Printup asked if this would be through 2020. Rief mentioned it would be observed while <br />the Governor’s orders for COVID-19 are effect. It may be wise to not offer the <br />opportunity in order to protect the residents. <br /> <br />Walsh agreed that the City may want to avoid sending people out into the neighborhoods <br />that may impact the residents by promoting Solicitors during the pandemic. <br /> <br />Council agrees that a moratorium may be a wise choice for now. <br /> <br />3. Elections Update <br />City Clerk Anna Carlson gave an update to the council about the Absentee Voting <br />period. She mentioned that Hennepin County had offered options for handling in-person <br />voting during the 46 days leading up to the 2020 Primary Election to all HC Cities in <br />response to COVID-19. Carlson noted that Orono would opt to handle the Direct <br />Balloting period for Orono residents for the last 7 days prior to Election Day beginning <br />on August 4, 2020 allowing voters to enter City hall and vote. <br /> <br />
