Orono City Council <br />Work Session Minutes <br />Monday, June 8, 2020 <br />Council Chambers <br />5:00 p.m. <br /> <br />PRESENT: Mayor Dennis Walsh, Council Members Richard F. Crosby II, Victoria Seals, <br />Aaron Printup and Matt Johnson. Staff members present were City Administrator Dustin <br />Rief, Finance Director Ron Olson, Director of Public Works/City Engineer, and City Clerk <br />Anna Carlson. <br />1. Spring Park Public Works Proposal <br />Public Works Director/City Engineer Adam Edwards began discussion explaining that <br />in 2019 the City of Orono had been approached by Spring Park about the possibility for <br />Orono to provide Public Works services their city. Edwards explained the breakdown of <br />services, possible costs, extra staffing and affects it may have on Orono if services were <br />provided to Spring Park. He noted that Spring Park uses many of the same contractors <br />for services. They would have to buy into our Workflow systems such as the GIS and <br />Cartegraph system and other costs were calculated related to the total cost for a contract <br />for our services. Edwards added that he felt Orono has the capabilities to provide Public <br />Works services to Spring Park. There would be a need for restructure within the Public <br />Works Department, an additional truck and an additional employee. <br /> <br />Council Member Aaron Printup asked if Spring Park had any vehicles. <br /> <br />Edwards noted they do not. <br /> <br />City Administrator Dustin Rief mentioned they may have a generator or two to back up <br />their lift stations. Rief also mentioned that we are also challenged with adding the <br />additional duties for the Water/Sewer Supervisory, so those additional costs have not <br />been added to the total cost shown before council tonight. <br /> <br />Printup asked if there would be any impacts that could affect Orono by taking on <br />additional service. <br /> <br />Edwards noted that no, the department would add an additional maintenance worker and <br />we would work as a group to service both cities as a whole. <br /> <br />Mayor Dennis Walsh mentioned he thinks that there is no problem with being a good <br />neighbor to Spring Park and to assist them. Walsh mentioned it’s important to note that <br />their capital costs are not going to go through to Orono and that the contracted services <br />are mainly what will be negotiated. <br /> <br />Council Member Matt Johnson mentioned that staff should make sure we are capturing <br />all of our costs prior to making any type of commitment.
