VOTE: Ayes 4, Nays 0. <br /> <br />7. #14-3686 JOHN BESSESEN AND TOM WASMOEN ON BEHALF OF DAVID <br />DELANEY, 2500 KELLEY AVENUE <br /> <br />Gaffron stated the applicants in August, 2014, requested an amendment to the Community Management <br />Plan to re-guide the property to allow for multi-family residential development where the current guide <br />plan is for single-family residential use at a density of two to three units per acre. The revised proposed <br />use of the site is four twinhomes or eight dwelling units, which would require a subdivision and <br />concurrent rezoning to Residential Planned Unit Development District. Recent discussions with the City <br />Attorney suggest that a Community Management Plan amendment should not be required. <br /> <br />The Planning Commission reviewed the proposed rezoning at its March 16 meeting and voted 5-1 to <br />recommend denial of the application. Staff believes that for a variety of reasons the proposed <br />development of four twinhomes has the potential to have less impact on the site and the neighborhood <br />than a development of three to four single-family homes. <br /> <br />Staff also believes that given the commercial/mixed use potential for the abutting property to the <br />immediate east along Shadywood Road, the site is more conducive to twinhome use rather than for <br />single-family use. Staff recommends that the Council grant conceptual approval for a rezoning to RPUD <br />to allow the proposed twinhome development, with such rezoning to occur in conjunction with <br />completion of a formal RPUD development review process. <br /> <br />The Planning Commission memo is included in the Council packet. Gaffron stated the Planning <br />Commission has spent considerable time reviewing this application, both as a sketch plan and as a <br />proposed rezoning. There have been many public comments received. There are also members of the <br />public at tonight’s meeting to provide comment. <br />City Council Meeting April 27, 2015 Page 13 of 257
