#06-31 G9 <br /> 1 February 200G <br /> Page 4 of 5 <br /> be charged a fee of 7.0 acres x $2,160 = $15,960. <br /> Wetl�nds <br /> The wetland drainage easements have been revised since the original application to meet <br /> the buffer requirements of the newly adopted Wetlands Protection ordin�nce. As part of <br /> the subdivision approval the applicant is required fio create and/or maintain buffers along <br /> the two wetlands on the properties. <br /> The City's wefiland specialist will need fio determine whether or not the existing <br /> vegetation meets the City's criteria for an "acceptable btiffer" as outlined within 78-1605, <br /> This will need to take place during a regular growing season for vegetation identification. <br /> The applicant may desire to file for final plat prior to this determination by the City. If <br /> this is the case, in order to protect against the situation that the city may require buffer <br /> area planting and maintenance if it is determined that there is inadequate vegetation in the <br /> buffer area to meet the intent of the wetland ordinance, the city may require a cash <br /> escrow or letter of credit equal to 150 percent of the estimated cost of the vegetation and <br /> installation. <br /> Additionally, the applicant is required to submit a digital file either GIS or CAD format <br /> of the upslope edge of the buffer per Code Section 78-1605(h). The wetland and wetland <br /> buffer easement shall be documented and filed in the chains of title as part of the final <br /> plat documents. <br /> Archaeological Impacts <br /> There are no historically significant features on this property known to staff. <br /> Sewage Treatment <br /> Copies of the proposed septic plans were submitted with the initial application for <br /> preliminary plat in 2004. At the time septic inspector Matt Bolterman reviewed the <br /> proposed septic plans deemed them adequate and he recominended approval of the <br /> proposed septic systems, Tlie City's current Septic Manager, Willie Gibbs, has also <br /> reviewed the same proposed plans and has reached the same conclusion. However, <br /> Gibbs' memo states that the existing mound system on Lot 2 is classified as an <br /> "imminent health threat" as the septic effluent is appearing on the surface of the ground. <br /> Gibbs' recommendation is that the septic system be updated prior to preliminary plat <br /> approval. <br /> Park lledic�tion <br /> The property does not abut any of the existing or proposed public trails shown on the <br /> City's Comprehensive Trail Plan. <br /> Conditional Use Permit Review <br /> As part of this application the Planning Commission should discuss the appropriateness <br /> of the land alterltions in the form of fill which was placed on the site in 2004. According <br /> to the applicant, approximately 1,600 cubic y�rds of clean fill were distributed on the Lot <br /> 1 portion of the property.
