Because the subdivision results in additional inlpervious area on the property, a <br /> storm water m�nagement system is proposed that includes vegetated swales and <br /> rain gardens to provide water quality treatment and stoi•age for rate controL The <br /> proposed stornl water release off-site from this system will be less than the <br /> eaisting condition. Easements and mainten�nce covenants will be required to <br /> enstu•e the permanent viability of this system. The property will also be subject to <br /> the Storm Water and Drainage Trunic Fee, established by the 2005 fee schedule as <br /> $4,160 per acre for the '/z acre zone. <br /> 10. The proposed retaining wall to accommodate the driveway within Outlot B will <br /> be in excess of 4' in height and requires an engineered design. The applicant has <br /> agreed to reduce the visual itnpacts of this wall by using dark-colored earth-tone <br /> block and ivy plantings. It would be appropriate that a covenant be established <br /> requiring permanent maintenance of the ivy planting. <br /> 11. All proposed lots will contain suitable area meeting ail established setback, <br /> hardcover and lot coverage requirements to allow the construction of sin�le <br /> family residences without the need for variances. <br /> CONCLUSIONS, ORDER AND CONDITIONS <br /> NOW, THEREFOR�, BE IT RESOLVED, that based upon one or more of the <br /> findings noted above, the City Council of the City of Orono hereby gt•ants Preliminary Plat <br /> Approval for Loren R. Fritz for a 5-lot plat pei•the Preliminary Plat survey/drawing designated as <br /> Sheet C6-1 by Loucks Associates dated 2-2-06 and attached hereto as part of Exhibit B, subject <br /> to the following conditions: <br /> 1. Lot Standarcls.
