� <br /> � #OS-3136 <br /> March 10,2006 <br /> P�ge 3 <br /> Site Grading Analysis <br /> The proposal now calls for cuts of 1,983 cubic yards and fills of 1,626 cubic yards, resulting <br /> in a balance that requires exportation of only 356 cubic yarcis from the site. This is bei�ig <br /> accomplished in part by filling a 70' x 90' area directly northwest of the attached garage 0'- <br /> 2' deep, comprising around 250 cubic yards which would not necessarily be required to <br /> protect the garage and house foundation, but which does not appe�r to create any new <br /> drainage issues and does not appear to be a mism�tch with the neigtiboring property to the <br /> east. <br /> Staff would conclude that the proposed grading plan does not have the negative impacts on <br /> the neighborhood that earlier plans created, and the current plan could be construed as not <br /> rising to the thresholds in Sections 78-967 and 78-1286 that would require a land alteration <br /> CUP. The fact that the City Engineer has reviewed the various proposals and finds this one <br /> acceptable gives staff a comfort level that the plan is neither unreasonable nor inappropriate. <br /> New Landscape Plan <br /> Staff has reviewed the newly submitted landscape plan and would note that it includes a <br /> substantial number of large spruce trees along the southwest lot line, with the poteutial to <br /> eventually provide heavy screening of the new home from that side. Only one new tree is <br /> proposed for the noi-theast side of the home, on the Charrier's property. Council should <br /> review the landscape plan with the affected neighbors to determine whether they find it <br /> satisfactory. <br /> House Location re: Average Setback <br /> Applicant has located the house so that its greatest encroaclulient past the average setback <br /> line is 100', defined by the two adjacent lakeshore homes (1910 Heritage Drive to the east, <br /> 1950 Heritage Drive to the west). Based on discussions at the September 26 and October 10 <br /> Council ineetiilgs, he has located the house to meet an average setback line defined by the <br /> inuiiediately adjacent hoine to the east, and the second adjacent home to the west (1900 <br /> Shoreline Drive). The basis for tlus is that the Coward residence at 1950 Heritage Drive is <br /> located approximately 200' fiirther back from the lakeshore than the neighboring homes <br /> along Shoreline Drive, being the anomaly among lakeshore lots in the neighborhood. <br /> Further, Mr. Coward has suggested that a location fiirther from his home, as is now proposed, <br /> would help maintain open space in his immediate neighborhood. <br /> Likewise, the Charriers at 1910 Heritage have suggested that the previous proposal placed <br /> the Broitzman house in a position where it overlooked and overwhelmed their back yard, <br /> again having a izegative iinpact on the open space character of the neighborhood. Plamiing <br /> The Charrier's have submitted additional comments (�xhibit B) requesting that the house be <br /> located slightly rearward to line up with theit• extencled fi•ont line and avoid iinpacting their <br /> lake views to the right. Please see the staff sketch. This would require the Broitzman house <br /> to niove bacic approximately 15', which may impact the grading plan slightly. St�fFwould <br />
