#05-3152 � December 6,2005 P�ge 2 At the regular meeting of October 24, 2005 Che City Couilcil reviewed the slcetch plan and indicated that the PRD process would be acceptable, suUject to 1;he �.pplicaut addressing the City's Conserv�tion Desigiz goals and objectives, a.nd subject i:o c�refi.il review th�.t all standards necessary to enstue a successful clevelopment are niet, The applicant subsequently engaged the services o:C a consulting ecologist, Applied Ecological Services (AES) to address tl�e Conservation Design goals and objectives. On November 18, 2005 applicant submittec� the ecological findii�gs aud recoilullendltioils as well as on-site sewage ireal;ment systems inforrnation, niaking the applicai:ion complete and formally coninlencing the 120-day review period. The topics aciclressed by AES include forest preservation; forest ei�llanceilient and expansion; wetland preservation; wetland replacenient ancl el�tzailcenienl:; vegetated buffer establishnlent; stornlwater inauagement; and ecological restoration and illanagement. It would be appropriate and desirable that the developer adhere to the AES reconunendatioiis. The City's wetland consultant, Jolui Smyth of Bonestroo & Associates, has provided conu�leilts with regard to wetlands on the site, specifically witl�. regards to the locatioil of the eaisting creek draulage easeinent as compared to the actual creek location, and with regards to potential impacts to the wetland of the proposed storinwater treatment pond. It would be appropriate that lus concenis be addressed as part of a comprehensive stormwater and wetlaild management plan for the site. Additionally, because cei�tain elements of the proposed ponding plan involve fill or excavation in eYisting wetlands, review and approval by the Mii�nehal�a Creek Watershed District is ilecessary. All proposed lots have been tested and found capable of providiiig suitable primary and alternate sites for on-site sewage treatLnent systems. For all lots, mound systems will be required. Oi�.Lots 1, 2 aizd 3, Block 1 ancl Lot 2, Block 2,treatment sites are relatively near the pro�osed house locations, aiid may limit the location or exteiit of poteiitial fitture amenities. Special precautions must be taken to protect these sites on both a short-term and Io11g-tenn basis, since muizicipal sewers are izot proj ected to be extended to serve this area of Orono.
