Pursuant to Planning <br /> Comnussion comments at the July 18 and September 19 PC meetings, applicant submitted a revised 8-lot <br /> plan that was reviewed by PC on October 17. In response to that review, fui-ther minor revisions were <br /> then submitted which were reviewed by Planning Coinrnission on November 21. Planning Commission <br /> voted 6 0 on Novenzber 21 to recommend that Council r� ant �eneral concept plan approval and <br /> preliminar�plat approval sub�ect to the followina: <br /> 1) Defer to Park Commission and/or Cotmcil for recommendation on whether trails should be <br /> installed by applicant and who should pay for the installation. <br /> 2) Applicant shall agree to and incoi-porate into plans all of the recommendations of AES regarding <br /> conservation design, etc. <br /> 3) Applicant shall provide a landscape plan per AES reconunendations and per prior Planning <br /> Commission discussions. <br /> 4) Applicant to provide evidence of MCWD approval for filling wetland in Lot S. <br /> The applicant engaged the services of a consulting ecologist, Applied Ecological Services (AES) to <br /> address the Conservation Design goals and objectives. The topics addressed by AES include forest <br /> preservation; forest enhancement and expansion; wetland preservation; wetland enhancement and <br /> eapansion; vegetated buffer establishinent; stormwater management; and ecological restoration and <br /> management. It would be appropriate ancl desirable that the developer adhere to the AES <br /> recommendations. <br /> The City's wetland consultant, John Smyth of Bonestroo & Associates, has provided corrunents with <br /> regard to wetlands on the site, specifically with regards to the location of homes in relation to wetland <br /> boundaries and buffers, and whether it is appropriate that the small wetland in Lot 8 be filled to its 2000 sf <br /> deminimus limit to create additional back yard space. Because certain elements of the proposed ponding <br /> plan involve fill or eYcavation in existing wetlauds, review and approval by the Minnehaha Creek <br /> Watershed District is necessary. <br />
