The topics addressed by A�S include <br /> foresl preservation, forest enhancenlent and expansion, wetland preservation, wetland enhancement and <br /> e�}�ansion, vegetated bufCer establislunent, stoi-�nwater inanagement, and ecological resioratioii and <br /> management. <br /> The Planning Coinnlission concluded that the RI'UD slandards for SrR development are generally <br /> appropriate for this site, with �few rninor revisions. The pro�osed SFR develo�ment for eight homes has <br /> an avei•age dry Utiildable lot area of slightly under 16,000 square feet, �vith no new building Iots less th��z <br /> 14,000 square feet as recommended by the Planning Conunission, This fits into the general range of lot <br /> sizes in the sturotmding neighborhood, The Hackben•y neighborhood directly to �he west in Orono has <br /> existing developed SFR lots generally ranging in size from 17,000 sc�uare feet to 22,000 square feet, <br /> The Plamiing Con-�mission has reconunended tl�at the new road Ue a private cul-de-sac road, This is <br /> reasonable, eveti though this is Uecoming an "urUau" area of the City, Uecause of the rezouing to RPUD <br /> and because only a small number of homes will be served, with minimal poteutial for coruiection tlu�ough <br /> to atlother road. Ho�vever, underlying City road and utility easements should be granted, so that if the <br /> church property is someday further developed and coimects a through z'oad to Glendale Drive,the option <br /> to make it public wi11 exist. Because this will be an urban development, the City will ultimately own and <br /> maintain the sanitary se�ver lines. <br /> The RPUD standards require that each RPUD development shall provide a mininlum of ten percent of the <br /> gross project area in private recreational uses for project residents. The Plaruzing Conlmission detennined <br /> that the cl�urch lot is not considered part of the RPUD development, meaning that 0.5 acre must be <br /> devoted to private recreation area. <br /> Staff finds that this rezoning/subdivision proposal has been revised a nuniber of times aiid has generally <br /> or specifically addressed all concerns raised by Staff and tile Plaiining Conuzlission. Staff wottld <br /> recoirunend that Council direct Staff to draft a resolution for General Concept Plan Ap�roval for review at <br /> the Januaiy 9`�' Council meeting, <br /> Steve Bol�l stated he did compile a list of questions that he woutd lilce addressed, Bohl stated he would <br /> like the h�ail addressed and whether the street should be puUlic or private, Boh1 stated typically in his <br /> experience this t-ype of road would Ue a public road rather ihan a privaLe road. <br /> Bohl reconunended the developer consh•uct the hail and quesCioued wheLher a1i o�itlot should be created <br /> or�vhether ihe land the trail is on sho�ild be dedicated to the City. Bohl stated if the trail is to Ue a public <br /> iz�ail, he would like the long-term mainteilance of the irail to be assumed by the City, Bohl also <br /> questioned who would assume liability if something happens on the trail. <br /> Mul•phy questioned wheCher ihe Planning Commission or Staf!'has a definite idea of how tlle trail syslem <br /> 4vithin this development would connect to the outer world. Mui-�hy queslioned whetller� t7•ail crossing in <br /> fronl of the fire stalion would be the ideal situation, <br /> Gappa siated lhe reason the east side of the road was selected is because the City controls the f re stalion <br /> properly and the land to the wesl is fully developed and ihere is no chance oT oUtaining easements al this <br /> PAGL 6 of 20 <br />
