HISTORY OF ORONO ISSUE <br /> ISSUE <br /> The MSB has determined that Orono has been using private roads in the total mileage <br /> used to compute the amount of MSAS mileage available to the city. <br /> They now have to determine if Orono should receive an adjustment to their Needs. <br /> TIMELINE <br /> Apri12007 <br /> Orono inquired as to whether they were computing their mileage correctly. <br /> Fall 2007 <br /> Presentation by Orono City Administrator at Metro Pre Screening Board meeting <br /> Fall 2007 <br /> Discussed at Combined Subcommittee meeting of September 19,2007. Their <br /> recommendations to the MSB: <br /> 1. Do not allow cities to include privately maintained roads in their computations. <br /> 2. Ask the MSB to define city streets as used in this context. <br /> 3. Notify all cities of our policy not to include these types of roads in the <br /> computations. <br /> 4. Any city whose MSAS system is over designated because of including theseroad <br /> types in their computations must come into compliance. <br /> 5. A negative Needs adjustment of up to five years for past excess mileage. <br /> Fall 2007 <br /> Motions passed by the MSB at its October 24,2007 meeting <br /> 1. Motion by Bloom, seconded by Salsbury. Orono's private roads should not be <br /> included towards the centerline mileage for the Certificate of Needs Mileage and <br /> should not count towards their total mileage in the City of Orono. <br /> 2. Motion by Pagel, seconded by Mathison that if the City of Orono accepts these <br /> private roads as public streets prior to December 31, 2007, that there would be no <br /> Needs adjustment. <br /> 3. Motion by Bloom, seconded by Maurer that the Board request the DSAE research <br /> what has been done in the past for adjustments and if the deadline is not met in <br /> the previous motion, that DSAE come forward with a recommendation of <br /> adjustment at the spring screening board meeting based on what the research is. <br /> Ask the Needs Study Subcommittee and UCFS to consider the need for a formal <br /> definition. <br /> December 2007 <br /> City passed CC resolution 57]1 titled `A RESOLUTION DESIGNATING PRIVATELY <br /> MAINTAINED ROADS AS CITY STREETS' on December ]0, 2007. <br /> 44 <br />
