- Meeting Date: May 18, 2010 <br /> ---°; REQEJEST FOR �4CTION <br /> ,c i i o r' LONV �/'iK� ��� I COU�4i� <br /> Lo��LAt� Agenda Item: No, 6 <br /> Subject: Request for Proposals, Law Enforcement Services �; ���-� <br /> I 1 <br /> Prepared By: Terrance Post, City Administrator Staff Initiais: l���� �,f <br /> � <br /> Recommended Cif.v Council Action <br /> Staff recommends the following motion: <br /> Move to approve the Request for Praposal (RFP) for Law Enforcement Services and to direct <br /> staff to issue said RrP to selected municipal and county service providers. <br /> Overview / Background <br /> The cities of Long Lake and Orono have been in discussions for most of the past year <br /> concerning changes the Cfty of Orono would like to institute to a Law Enforcement Agreement <br /> that was last formally adopted in 20D3. The changes basically involve both the way police <br /> services are delivered (i.e, from a '�basic and suppiemental"approach to a "service district" <br /> approach); and the way the cost of services are aliocated out to contract cities (i.e, from an <br /> equal weighting of population and market value factors to the addition of calls as a factor <br /> coupled with a reduction in the weighting of the market value factor). While the City of Long <br /> Lake has been supportive of a service district policing approach, the cost implications �f the <br /> proposed change in allocation factors has not been supported by the �ity of Long Lake. These <br /> cost allocation factor changes would have seen Long Lake allocated costs increase (after Orono <br /> '�subsidy'� from a baseline of$302,177 in 2009 to $356,000 in 2012. This would represent a <br /> three-year, $53,8Z3 or 17.8% increase. <br /> Both cities agreed that if contract agreement cost allocation issues could not be mutuaily <br /> resolved by June 1, 2010, that other alternatives would be pursued. It appears unlikely that <br /> outstanding issues will be resolved by June 1, 2010. <br /> Staff recommends approval or"the attached Request for Proposal for Law Enforcement Services. <br /> Staff intends to issue RFP's to the municipal Police Departments of Medina, Orono, and <br /> Wayzata, in addition to the Hennepin County Sheriff's Department. Proposals wiil be accepted <br /> through Friday, June 18, 2010, to be reviewed immediately thereafter. Each law enforcernent <br /> agency responding to the RFP will als� be required to make an interview presentation to the <br /> Long Lake City Council to be conducted prior to July 16, 2010.
