� � <br /> C I T Y" O F <br /> LONG LAKE <br /> LAW ENFORCEMENT SER�'ICES REQUEST FOR PROPOSAL (RFP) <br /> T1�e City� of Lon� Lake desires to eilter into a law enforcement and traffic law enforcement <br /> services Agreement with a police services provider commencing January 1, ?011. The following <br /> customer requirements are requested to be addressed in provider's written response: <br /> 1. The initial term of such agreeinent shall be for a period commencing on January 1, <br /> 201 l and terminating December 31, 2013. Such three-year term will be"rolling" in <br /> nature in that either party must communicate to the other by August 1�t�' of the current <br /> contract year if tl�ey wish to term inate the agreement by the end of the last(third j year <br /> of the aQreement. <br /> 2. The initial provision of services for the years 201 l and 2012 will contain no price <br /> escalators and be fixed in nature. BeQinning in the year 2013, the contracting agency <br /> will specify which price escalator metric wili be utilized. Such metric must be adopted <br /> for followin�year pricing by July 31 s` of the current contract year. <br /> 3. The City of Long Lake desires price quotations for two very different types of <br /> services. The first level of service is a fixed priced all-inclusive "basic" level that <br /> would encompass the full ranae of enforcement and administrative support services <br /> excludin� dedicated patrol hours within the City's corporate boundaries. Examples of, <br /> but not a complete listing, of administrative services include pre-employment <br /> background checks, special events, nuisance dogs, animal impounds, liquor and <br /> tobacco license applications, alcohol and tobacco compliance checks, parking <br /> enforcement, and seasonal road restrictions. The City is still evaluating the need for <br /> supplemental dedicated patrol services within the City's corporate boundaries beyond <br /> a basic level of service. Providers should indicate wl�at the hourlti� rate for dedicated <br /> supplemental services would be. <br /> 4. Provider sl�all propose a servicin, strateg��that, in their opinion, optimizes public <br /> safet�� services for residents and businesses. This discussion sbould include targeted <br /> response times, achieving a I�eaithy patrol preseuce, and establishing aood public <br /> relations. <br /> �. Discussion of current pro��ider staffing levels and coverage area. Would capacih� to <br /> service Lon� Lake come from existing staff, or would new staff be required? <br /> 6. Discussion of current coverage area and how the addition of Long Lake would be <br /> inteQrated into patrolling. <br /> 7. The City requests that montlily presentations be made to the City Council regarding <br /> the previous month's activity and any trends or concerns the community should be <br /> aw�are of going for��ard. <br /> 8. The City realizes tl�at eacl� a�enc}�responding to this RFP may have its own legal <br /> services a�reement format. Modifications to and changes to the format are anticipated <br /> and will require recommendation for approval from the City Attorney.
