The forecast population increase of <br /> approximately �98�2000 persons in the next twenty years translates into a <br /> housing demand of approximately �-800 new dwelling units. This average of <br /> ?�-3840 new dwellings per year is consistent with or slightly below Orono's rate <br /> of actual new residence building permit issuance during the past two decades. <br /> Based on the Land Use Plan, approximately two-thirds of these new units are <br /> expected to develop in the urban area. <br /> The Metropolitan Council's 2030 Regional Development Framework <br /> adopted in January 2004 and the Minnesota Livable Communities Act <br /> emphasizes the need for a wide range of housing alternatives and locations <br /> such as that afforded by Orono's differing urban and rural neighborhoods. <br /> The location of housing alternatives is directly related to the opportunities and <br /> services enjoyed by residents of the Metropolitan Area. Location influences not <br /> only access to employment, but also the availability of neighborhood parks and <br /> recreational programs, libraries, health care facilities, day care centers, and <br /> access to major retail centers, highways, and public transit. <br /> City of Orono Community Management Plan 2008-2030 Page 3C-9 <br />
