C!VIP Part 3B. Land l:se Plan <br /> 4. Approve and permit proposed housing developments in light of'population <br /> forecasts, existing housing stock, and current and future community and <br /> regional needs, as appropriate. <br /> Each local community is required to address how it will plan for its share of <br /> regional affordable housing needs for the decade 2011-2020. Metropolitan <br /> Council has apportioned the forecasted need among each of the municipalities in <br /> the 7-county metro area. Minnesota Statutes require that comprehensive plans <br /> include an implementation program that describes public programs, fiscal devices <br /> and other specific actions to be undertaken in stated sequence to implement the <br /> eomprehensive plan and ensure conformity with metropolitan system plans. One <br /> required element of the implementation program is a housing implementation <br /> pro�ram, '`...including official controls to implement the housing element of the <br /> land use plan,whieh will provide sufficient existing and new housing to meet the <br /> local unit's share of the metropolitan area need for low and moderate income <br /> housing." Orono's share is forecasted at 31l new affordable housing units for the <br /> decade 2011-2020. <br /> In order to establish whether suitably positioned land and resources are available ,_.--- Fo�matced:H�9ni�9nt <br /> �--------- -- -- — — --- -- -- ---- -- ---- — -- --- <br /> to address Oronds forecasted share of the regional affordable housing need, the <br /> Developable Land Analysis originally completed in 1999 has been updated far <br /> 2008. Table 3B-2: Residential Land Use Capacity by Zoning District & �� <br /> MUSA Status-2008(see following page)provides an analysis of the current and � <br /> future state of residential development in Orono,defining the numbers of existing � <br /> and potential homes that can be developed under current and planned zoning. � <br /> This analysis was completed by reviewing the additional development capacity of <br /> each of Oronds approximately 4000 tax parcels,taking into account the available <br /> land area,wetlands,potential road needs,etc. <br /> Map 3B-5 depicts the existing land uses in Orono as of 2000. As shown in <br /> Table 3B-3: Worksheet A - Existing Land Use Summary, nearl� 91% of <br /> Orono's land is devoted to residential or parks&open space uses. <br /> Map 3B-6 indicates the detailed land use plan of the city, identifying <br /> appropriate land uses and densities for each individual neighborhood.
