CMP Part 3B. Land [ise Plan <br /> in the rural area. <br /> 2. Orono's rural service area provides the opportunity for quasi- <br /> agricultural land uses. Greenhouses,orchards,truck farms, riding stables <br /> and recreation areas sueh as large golf courses and park reserves are not <br /> possible in more erowded urban areas but they are compatible with rural <br /> residential properiies. Thus, the total commercial activity of Orono is <br /> broader and more varied than if the City were all urban or all rural. <br /> 3. Rural density is limited by natural conditions. Development of rural <br /> Orono is naturally limited by a number of conditions including extensive <br /> wetlands, steep slopes and areas of high water table, which factors <br /> influence building locations and transportation options as well as the <br /> location and spacing of on-site sewage treatment systems which rely on <br /> soil treatment of sewage effluent. <br /> 4. The existing rural area will not be urbanized. Orono's Community <br /> Management Plan is not a staged growth plan. Exeept in limited cases as <br /> identified in this plan, �the urban service area will not be expanded into <br /> the rural area. Municipal urban services will not be extended into the rural <br /> area or across open, rural lands. Rural land uses and rural land use density <br /> will be maintained at a level to ensure that private on-site sewer systems <br /> will operate satisfactorily and that rural wetlands and drainage�vays ���ill <br /> not be overloaded with storm water nutrient pollution. <br /> 5. Rural land uses and densities do not require urban services. Urban <br /> services are not compatible with rural land use. Eatension of certain urban <br /> services, such as extensive public road maintenance or municipal sewer or <br /> ��ater eannot be economically,justified or easily provided to developments <br /> in rural areas or at rural densities. <br /> 6. Rural land uses do not require municipal sewer service. Orono's soil, <br /> topography and low-density rural land use provide the ingredients <br /> necessan� to assure safe, adequate, permanent on-site sewage treatment <br /> and waste water disposal without hazard to ground water. surface water or <br /> the public health. Extension of sewer service to properties in the rural <br /> area will be avoided, except when necessary to protect the public health, <br /> or to avoid or eliminate negative impacts to surface and groundwaters. <br /> Future expansions of the sewer system into the Rural Area to solve <br /> existing neighborhood sewage treatment problems or along the lakeshore <br /> to avoid or eliminate potential negative impacts on lake water quality, will <br /> not result in a reclassification of those neighborhoods from Rural to <br /> Urban. Expansion of the se���er system into the Rural Area will not result <br /> in the provision of additional urban services, nor will it result in changes <br /> to allowed development densities. <br /> Cit� of Orono Communih Management Plan 2008-2030 Page 3B-22 <br />
